ORGANIZATION AND AREA INFORMATION
Nestled in the central part of Southeastern Arizona's Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.SUMMARY:
Under direct supervision, performs a variety of semi-skilled and skilled duties in the construction, installation, maintenance, renewal and repair of the City's gas system.DISTINGUISHING CHARACTERISITICS
This is the second level of a three-tier job group. It is distinguished from the next higher level by the absence of the ability to perform skilled and advanced gas system duties. This position reports to the Gas Division Manager.ESSENTIAL JOB FUNCTIONS

Employees may be requested to perform job-related tasks other than those specifically presented in this description. Performs a variety of semi-skilled and skilled, manual duties in the construction, installation, maintenance, renewal and repair of the City's gas structures and systems. Assists in the installation of gas mains, meters, service lines, tapping, stopping and bypassing, including maintaining maps related to locations in accordance with state regulatory agency. Assists in the maintenance and repair to regulator stations, over pressure devices and farm taps including calibrating field pressure gauges, flame ionization units, combustible gas indicator or gas detectors, and carbon monoxide unit in accordance with state regulatory agency. Assists with gas leak surveys, cathodic protection, and other tasks to ensure the proper and safe condition and operation of the gas line system required by state regulatory agency. Digs and fills trenches manually or using light equipment. Learns to operate medium vehicles and equipment under supervision. Prepare and submit for review all records, reports and applicable forms in accordance with Arizona Corporation Commission and assist with annual audits to ensure compliance with natural gas industry. Respond to customer questions or concerns regarding gas leaks in a timely manner. Responds to emergency off hour situations and subject to scheduled stand-by as assigned. Performs other related duties as assigned.MINIMUM QUALIFICATIONS
Education, Experience, Certifications and Licenses:
High School diploma or equivalent GED certificate, or equivalent experience. One (1) year work experience related to natural gas distribution, operation and maintenance OR an equivalent combination of training and experience that provides the required knowledge and skills. Valid State of Arizona Driver's license with the ability to obtain a Class B license with Tanker endorsement within twelve (12) months of hire. Testing for commercial learner's permit and/or endorsement tests must be completed with Motor Vehicle Division within twelve (12) months of hire (Class A preferred but not required). Must be able to successfully achieve and master operator qualification requirements through the City of Safford in accordance with 49 CFR Part 192 and American Petroleum Institute (API) 1104 in the specified sizes and configurations applicable to City of Safford operations within twelve (12) months of hire (required). Obtain and maintain pipeline welding certification in accordance with 49 CFR Part 192 and American Petroleum Institute (API) 1104 in the specified sizes and configurations applicable to City of Safford operations within twelve (12) months of hire (preferred but not required). Directional Boring Machine Operator Certification (preferred but not required). Competent Person Certification that meets the training and certification standards ofOSHA 1910.651
(k)(1)is required within twelve (12) months of hire (not eligible for differential). Flagger certification that meets the training and certification standards of the national safety council highway flagger training program, the American traffic safety services association flagger program or an equivalent program that meets the same objectives (preferred).Substance Abuse Testing:
This position is subject to drug and alcohol testing as outlined in Department of Transportation (DOT) 49 Code of Federal Regulations (CFR) Part 199 for the Pipeline and Hazardous Materials Safety Administration (PHMSA).Required Knowledge and Skills:
Knowledge of state and federal regulations relating to gas distribution. Knowledge of basic construction, maintenance and repair procedures, practices and methods used within gas structures and systems. Knowledge of local topography and geography. Knowledge of safe work practices including hazards and safety precautions and procedures related to working around gas distribution systems. Skill in performing basic duties in the construction, installation, maintenance and repair of gas systems. Skill in operating light equipment, vehicles, and specialized tools including flame ionization unit, combustible gas indicators, magnetic locaters and tapping, stopping and bypassing equipment used in the gas division of the Utility Department. Skill in reading blueprints sketches and diagrams. Skill in understanding and following oral and written directions. Skill in preparing and maintaining accurate records and reports required by city and regulatory agencies. Skill in determining appropriate action within clearly defined guidelines. Skill in establishing and maintaining effective working relationships with others.PHYSICAL DEMANDS

Subject to dust, odors, dirt, oil/grease, exposure to natural gas vapors, working around and with machinery having moving parts, working in a cramped or restrictive work chamber, working below the surface, and working around moving traffic. Subject to standing, walking, sitting, bending, reaching, kneeling, running and occasionally lifting heavy objects up to 100 pounds.
