GENERAL MANAGER

GENERAL:

The General Manager oversees all aspects of the Corporation in accordance with the Corporation's policies, objectives, and applicable laws and regulations. The General Manager has the authority to apply and enforce existing Corporation policies on a consistent, nondiscriminatory basis. In addition to the following essential duties and responsibilities, the General Manager reports to the Board of Directors and performs all other duties assigned by the Board of Directors.

PERSONNEL ADMINISTRATION

Directly supervises Operations Manager and Office Manager. Provides leadership by example to the staff by setting all performance and conduct standards. Oversees current job descriptions and compensation schedules for all personnel. Supervises indoctrination and training of all personnel. Decision maker on and/or approves or disapproves employee terminations. Selects and hires personnel. Monitors compliance with local, state, and federal labor laws. Conducts annual performance evaluations of Operations Manager and Office Manager; reviews, and approves or disapproves other evaluations.

FISCAL RESPONSIBILITY

Prepares the Corporation budget. Accountable for income and expenditures. Controls records and inventory. Analyzes and oversees Corporation rates and fees. Oversees accounting controls and procedures. Ensures that personnel responsible for financial operations understand and follow these procedures. Interprets financial and audit reports. Works with the Corporation's accountant, broker, and Board Members on financial matters. Ensures that all meters are read at least annually by a Corporation Employee; semi‑annually if workload permits. Oversees records of water losses to account for any difference between water produced and water sold, to the extent possible. Establishes and oversees a Preventive Maintenance Policy for keeping maintenance records on vehicles, pumps, and all other Corporation equipment.

RESPONSIBILITY TO THE BOARD OF DIRECTORS

Reports the Corporation's operational and financial condition to the Board of Directors on a monthly basis, or more frequently as required or requested. Communicates regularly with the Board President regarding Corporation matters. Works with the committees of the Board of Directors in handling the Corporation's matters and operation. Works with the Board of Directors to organize and conduct Annual Membership Meetings. Understands the legal and practical implications of existing policies and efficiently utilizes legal counsel. Recognizes management problems and initiates policies to eliminate, prevent, and resolve problems. Formally presents recommendations to the Board of Directors. Works with the Board President on indoctrinating new Board Members. Ensures that policies involving customers' records, public policies, and public records are followed. Performs all other duties and responsibilities to assure that YWSC meets all commitments.

SYSTEMS OPERATIONS CONTROL

Understands, supervises, and inspects the operation of the physical system. Monitors system design criteria and system demands and gives status reports to the Corporation's Board of Directors and consulting engineer. Initiates and monitors preventive, routine, and emergency maintenance procedures. Supervises system's compliance with Texas Commission on Environmental Quality Rules and Regulations.

LIABILITY CONTROL AND INSURANCE

Initiates, implements, and monitors safety program. Evaluates and secures adequate insurance coverage for the Corporation's utility operation. Implements security procedures to protect the Corporation's utility operation and system property.

INTERGOVERNMENTAL LIAISON

Communicates and negotiates with community, local, state, and federal political entities or agencies. Monitors all local, state, and federal legislation directly or indirectly affecting the Corporation. Represents the Corporation on all legislative issues directly or indirectly affecting the Corporation.

Ability to respond to and handle multiple tasks/problems. Ability to reach and climb a ladder in order to reach items above normal reaching height. Ability to drive vehicle when required. Have a valid driver's license and proof of insurance for vehicle. Ability to operate all Corporation equipment.

MINIMUM QUALIFICATIONS

College degree or commensurate related job experience. Secures and maintains Certification of Competency as required by the Texas Commission on Environmental Quality.

ENVIRONMENTAL FACTORS

The work is performed in both an air conditioned/heated environment and outside environment. High levels of stress on occasion.

OTHER:

Must be reliable in full‑time attendance, punctuality, meeting deadlines, and completion of assignments. Is available to work the hours required to fulfill duties and responsibilities.

$100,000.00 - $200,000.00 per year
