Job Description
- Interpreting and applying complex health care eligibility rules.
- Overseeing procedural development.
- Ensuring compliance with federal and state regulations.

The Department of Vermont Health Access currently operates under the state's hybrid work standard. The current standard requires a minimum of three days in-office with flexibility to telework for up to two days per week. Upon hire, employees work with their supervisor to create a schedule that aligns with the business needs of the unit.Key Skills & Competencies:
Subject Matter Expertise:
Knowledge of health care program rules and business processes, with the ability to interpret and apply state and federal regulations accurately.Consultative & Evaluative Skills:
Ability to evaluate policies, procedures, and regulations and recommend improvements based on program analysis.Analytical & Problem-Solving Skills:
Strong analytical skills for reviewing complex legal and regulatory documents, as well as resolving escalated cases.Collaboration & Communication:
Excellent communication skills, both verbal and written, with the ability to liaise effectively with a wide range of stakeholders, including department staff, external partners, and policy analysts.Project Management:
Experience managing special projects, working under tight deadlines, and ensuring that program outcomes are met in a timely and efficient manner.Adaptability:

AHS BACKGROUND CHECKS
Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.Environmental Factors Duties are performed primarily in a standard office setting. A valid drivers' license is required and private means of transportation could be needed if a fleet vehicle is unavailable. Conflicting opinions on operational problems may be anticipated. Multiple competing priorities and tight deadlines are a frequent occurrence. Minimum Qualifications Master's degree AND one (1) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Other related work environments may be considered if they require: reading, comprehension and application of complex rules, regulations, policies, and procedures to perform the work. OR Bachelor's degree AND two (2) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Other related work environments may be considered if they require: reading, comprehension and application of complex rules, regulations, policies, and procedures to perform the work. OR Associate's degree (or two (2) years of full-time college coursework) AND three (3) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Other related work environments may be considered if they require: reading, comprehension and application of complex rules, regulations, policies, and procedures to perform the work. OR High School diploma or equivalent AND four (4) or more years of experience in a human services program, or in a field related to health care administration, insurance, banking, accounting, para-legal services, auditing, or federal grants management. Preferred Qualifications Experience with Vermont Medicaid.
- Experienced user of Microsoft Teams, Excel, Word, and Outlook.
- Experienced user of Vermont Health Connect Siebel system.
- Familiarity with the State's health care programs, specifically Qualified Health Plans and eligibility for their related subsidies.
