Job Description

The Medicaid Juvenile Reentry Services Specialist will serve within the Research & Innovation Section within the Policy Integration & Evaluation Division, housed in the Health Services Administration of the Michigan Department of Health and Human Services. This position will support planning, coordination, and implementation activities related to Medicaid services for eligible justice-involved youth transitioning from juvenile justice settings back into the community. This position will support Michigan's Section 206 State Planning Grant and related implementation planning for Section 5121 of the Consolidated Appropriations Act of 2023. Work will include supporting facility readiness activities, eligibility and enrollment workflow planning, Medicaid policy and operational coordination, stakeholder engagement, technical assistance planning, and grant-related deliverables/grant management. The Specialist will coordinate with internal MDHHS partners, including Medicaid policy, eligibility, managed care, juvenile justice, and other Health Services teams, as well as external partners such as juvenile justice facilities, community-based providers, managed care plans, technical assistance partners, consultants, and other stakeholders. This position will assist in translating federal requirements and state policy direction into practical implementation supports, including workflows, planning tools, meeting materials, issue trackers, summaries, and recommendations.
Responsibilities may include:
Supporting implementation planning for Medicaid reentry services for eligible youth transitioning from juvenile justice settings; Assisting with facility readiness activities, planning tools, and workflow development; Supporting coordination with juvenile justice partners, Medicaid eligibility and policy teams, managed care plans, providers, and technical assistance partners; Preparing meeting materials, agendas, summaries, action items, status updates, and briefing documents; Supporting development of operational guidance, technical assistance materials, training resources, and implementation tools; Tracking grant activities, milestones, deliverables, risks, and follow-up items; Supporting planning for youth and family lived experience engagement; Assisting with CMS reporting, progress summaries, and other grant-related documentation; Identifying implementation barriers and helping develop practical recommendations for leadership consideration. This position does not have supervisory responsibilities. This position is a limited term assignment up to 3 years.
