- 95,000 annually (based on licensure, certification, and experience) Position Summary The PRP Rehabilitation Specialist provides clinical leadership and oversight of Devine Interventions' Psychiatric Rehabilitation Program (PRP) serving adults with serious mental illness.
This position ensures all rehabilitation services are person-centered, recovery-oriented, medically necessary, and compliant with Maryland Medicaid, COMAR, CARF, and Behavioral Health Administration (BHA) regulations. The Rehabilitation Specialist develops rehabilitation programming, supervises PRP Direct Care Staff, reviews documentation for quality and compliance, collaborates with the multidisciplinary treatment team, and ensures individuals receive services that promote independent living, community integration, recovery, and improved quality of life. Essential Duties and ResponsibilitiesClinical Leadership Provide clinical oversight of all PRP rehabilitation services. Ensure rehabilitation services are individualized, recovery-focused, and medically necessary. Develop and implement rehabilitation programming that promotes independent functioning. Review Individual Rehabilitation Plans (IRPs) for quality and clinical appropriateness. Ensure rehabilitation goals support each participant's treatment plan developed by the OMHC. Participate in multidisciplinary treatment team meetings. Consult with therapists, psychiatric providers, case managers, and rehabilitation staff. Staff Supervision Supervise PRP Direct Care Staff and Rehabilitation Workers. Provide weekly clinical supervision. Conduct competency evaluations. Complete annual employee evaluations. Monitor staff productivity and documentation. Provide coaching and corrective action when necessary. Ensure staff follow ethical standards and professional boundaries. Quality Assurance & Compliance Conduct routine chart audits. Review progress notes for Medicaid compliance. Ensure documentation supports medical necessity. Monitor authorizations and service utilization. Prepare for CARF surveys and BHA audits. Participate in Quality Improvement (QI) activities. Assist with corrective action plans when deficiencies are identified. Ensure services comply with HIPAA and 42 CFR Part 2 requirements. Program Development Develop psychoeducational and rehabilitation curricula. Identify community resources that support recovery. Improve rehabilitation programming based on outcomes. Assist with policy and procedure development. Participate in strategic planning for PRP services. Client Services Complete rehabilitation assessments as needed. Assist with crisis intervention. Promote independent living skills. Assist clients in accessing housing, employment, education, transportation, and community resources. Promote recovery, self-advocacy, and resilience. Ensure culturally competent and trauma-informed care. Documentation Responsibilities Review and approve Individual Rehabilitation Plans (IRPs). Review monthly progress notes. Monitor treatment goals and measurable outcomes. Complete supervision documentation. Maintain documentation within required timelines. Ensure documentation meets Medicaid billing standards. Utilize the agency Electronic Health Record (EHR). Required Qualifications Candidate must meet Maryland requirements for a PRP Rehabilitation Specialist by possessing one of the following: Licensed Clinical Professional Counselor (LCPC) Licensed Certified Social Worker-Clinical (LCSW-C) Licensed Psychologist Psychiatric Mental Health Nurse Practitioner (PMHNP) Psychiatrist Certified Rehabilitation Counselor (CRC) Certified Psychiatric Rehabilitation Practitioner (CPRP) Must also possess: Minimum of two (2) years of behavioral health experience Experience working with adults with serious mental illness Knowledge of psychiatric rehabilitation principles Knowledge of recovery-oriented systems of care Knowledge of Maryland Medicaid PRP regulations Valid Maryland driver's license Reliable transportation Ability to pass criminal background screening CPR/First Aid certification (or obtain within 90 days) Preferred Qualifications Supervisory experience CARF accreditation experience Maryland PRP experience Experience with Medicaid documentation Knowledge of COMAR regulations Bilingual (English/Spanish) Required Knowledge & Skills Psychiatric rehabilitation principles Motivational Interviewing Trauma-Informed Care Recovery-Oriented Care Crisis Intervention Clinical documentation Staff development Time management Microsoft Office Electronic Health Records Leadership and coaching Excellent written and verbal communication Performance Expectations Maintain 100% compliance with Medicaid documentation requirements. Required Training Upon hire and annually, the Rehabilitation Specialist must complete: CARF Standards
