The PHIG Project Manager is responsible for the overall coordination, implementation, and oversight of activities associated with the Public Health Infrastructure Grant (PHIG) and related supplemental funding totaling approximately $3 million annually. This position plays a critical role in ensuring successful execution of laboratory infrastructure, workforce development, and operational improvement initiatives by providing centralized project management, strategic coordination, and administrative oversight across multiple laboratory divisions. Reporting directly to the Laboratory Director, the PHIG Project Manager works closely with laboratory leadership, fiscal staff, human resources, and public health partners to ensure grant deliverables are completed on time, within budget, and in compliance with federal and state requirements. The position supports hiring and onboarding efforts for more than 20 grant-funded positions, facilitates cross-departmental collaboration, tracks milestones and expenditures, and develops reports and documentation necessary to maintain accountability and sustain future funding opportunities. Lead and coordinate planning, implementation, and monitoring of activities associated with the Public Health Infrastructure Grant (PHIG) and supplemental funding initiatives totaling approximately $3 million annually. Provide project management support for laboratory infrastructure, workforce expansion, operational improvement, and strategic initiatives funded through PHIG. Direct and support hiring activities for more than 20 grant-funded positions, including coordinating recruitment efforts, scheduling interviews, tracking hiring progress, and supporting onboarding activities aligned with laboratory leadership priorities. Advise the Laboratory Director, laboratory management team, and laboratory service unit directors regarding grant deliverables, project status, timelines, risks, and implementation strategies. Establish and maintain project timelines, workplans, milestones, and performance tracking systems to ensure timely completion of deliverables. Facilitate and lead meetings related to grant implementation, including cross-functional planning sessions, progress reviews, and stakeholder coordination meetings. Prepare written progress reports, milestone summaries, performance updates, and supporting documentation required for internal leadership, funding agencies, and external stakeholders. Participate in meetings with senior public health leadership and external partners to provide updates on project implementation and grant progress. Coordinate grant-funded activities and expenditures across multiple laboratory departments to ensure alignment with approved budgets and program objectives. Maintain organized and accessible systems for grant documentation, expenditures, contracts, records management, and compliance materials. Monitor project activities for compliance with applicable federal, state, and organizational policies, procedures, and reporting requirements. Support strategic planning and sustainability efforts related to laboratory infrastructure and workforce initiatives funded through PHIG. Develop and maintain working knowledge of laboratory systems, infrastructure, equipment, facilities, and operational workflows necessary to support grant implementation and laboratory objectives. Perform other related duties as assigned. Bachelor's degree in health care services or related field from an accredited college or university and three (3) years of professional managerial or supervisory experience in health care services; or two (2) years of experience at the lower level Mgr, Hlth Care (HCM010) or position equivalent.

Preferred Qualifications:

Bachelor's degree in public health, health administration, laboratory science, business administration, project management, or a related field or Master's degree in public health, health administration, laboratory science, or a related field. Experience in project management, grant administration, public health programs, laboratory operations, or healthcare administration. Experience coordinating complex projects involving multiple stakeholders, timelines, and funding streams. Strong organizational, communication, and analytical skills. Experience preparing reports, tracking budgets, and maintaining documentation systems. Ability to manage multiple priorities and work effectively in a fast-paced public health environment. Experience managing federally funded grants or cooperative agreements. Knowledge of public health laboratory operations and infrastructure. Experience supporting workforce recruitment and onboarding activities. Familiarity with public health compliance, reporting requirements, and fiscal tracking systems.
