JOB SUMMARY AND SCOPE
The Laboratory Manager (MLT or MT) reports to the VP of Physician Practices and Ancillary Services and the Laboratory Medical Director and oversees the day-to-day operations of the laboratory including the proficiency, competency, safety, quality control, instrument maintenance and validation, testing validation, testing management and other functions of the laboratory's professional and phlebotomy staff. The manager has an appropriate level of knowledge of medical technology and possesses sufficient academic, technical, and clinical skills and knowledge to evaluate, troubleshoot, research, and resolve day-to-day problems which arise, is able to make critical decisions, and handle difficult situations in a professional manner, using resources wisely in consultation with the laboratory director. The manager is a "team player", proficient in all areas of the clinical laboratory, and able to work on any bench or any shift when the need arises. Independent judgment, professional education, and National certification (AMT or ASCP) is required.ESSENTIAL JOB FUNCTIONS
Assists in planning and organizing the duties and responsibilities of all laboratory personnel. Provides direct supervision of professional, technical, and phlebotomy staff. Prepares work schedules to provide adequate coverage of the laboratory through effective utilization of personnel. Participates in the selection, interviewing, and orientation of new personnel. Assesses staff competency, directly and in the performance evaluation process. Is an active member of the team involved in the development and administration of laboratory policies and procedures. Works with sections heads and the pathology team on the implementation of appropriate quality control and proficiency programs. Reports to the laboratory director the results of all in-house quality control programs including documentation of problems and actions. Supervises and directs the evaluation of new products and the laboratory's performance in new test methodologies with appropriate documentation and review with the laboratory director. Oversees the required reviews and updates of policy and procedure manuals as well as maintenance and calibration records. Participates in the development of departmental short-term and long term goals. Evaluates the effectiveness of procedures and staff performance. Represents the laboratory at functional team meetings, committee meetings, or department head meetings. May be required to present inservice training to other departments. Plans and moderates laboratory staff meetings. Participates in the processes involved with budget recommendations and capital expenditure forecasts as well as cost containment planning. Administers or oversees the laboratory safety program, including review and revision of policies and procedures. Returns to the hospital off-hours when necessary to assist in disasters, help with equipment failures, or when needed to help solve other problems demanding immediate attention. RequirementsMINIMUM REQUIREMENTS
Associate's or Bachelor's degree from an accredited college or university in Medical Technology or related area of specialty. Certification/registration or certification/registry eligible as a Medical Technologist or Medical Laboratory Technician is required. Knowledge of the principles, methods, materials, equipment and techniques of medical technology. At least 5 years progressive experience as a generalist in a medical laboratory required. Supervisory Experience preferred. Skill in both verbal and written communication.PHYSICAL EFFORT AND ENVIRONMENT
Active:
Frequently lifts up to 50 pounds independently. Visual acuity correctable to 20/20. Color vision. Walks, stands, kneels, bends most of the time. Exhibits fine motor skills and manual dexterity necessary to perform the essential job functions of the position. Must be able to function in limited space and with frequent interruptions. Must be able to adapt to day-to-day temperature variations and moderate noise levels from equipment within the laboratory.EXPOSURE RISK

Maintains current knowledge of the hospital-wide Quality Improvement Program. Develops and implements appropriate quality improvements for the department. Develops quality initiative projects and the methods necessary for initiating, testing, data collection, analysis, and reporting the effectiveness of the project. Establishes indicators to monitor departmental service in response to complaints, identified problems, variances, sentinel events, or new services as well as patient outcome oriented indicators for high volume and/or high risk services. Reports all Quality Improvement activities, measurements and results according to the established reporting structure. Participates in the annual review of the Quality Improvement/Patient Safety Program. Participates as a member of functional and/or process improvement team as appropriate to position or requested. Provides Quality Improvement orientation, training, and continuing education for all departmental staff. Involves all departmental staff members in the Quality Improvement Program's plans and processes. Is accountable for identification and mitigation of risks and hazards within the department.COMPLIANCE
Adheres to the federal, state, and local statutes and regulations. Adheres to the Compliance Program policies and procedures of Down East Community. Adheres to all Privacy and Security policies and procedures of Down East Community. Communicates any concern related to compliance issues to Compliance Officer.
