Under the general direction of the Assistant City Manager, the Wastewater and Laboratory Manager is responsible for planning, organizing, and directing the operation of the City's Wastewater, Industrial Pretreatment and Laboratory Services Departments to ensure compliance with applicable state and federal requirements.ESSENTIAL DUTIES
Assumes full management responsibility for all wastewater, industrial pretreatment and laboratory programs and activities. Manages the development and implementation of departmental goals, objectives, policies, procedures, and priorities to ensure compliance with all applicable regulatory requirements. Monitors and evaluates the efficiency and effectiveness of service and procedures; assesses and monitors internal reporting relationships to identify opportunities for improvement and assists in the implementation of organizational change. Represents the departments to City management, other City departments, elected officials, and outside agencies; explains, justifies, and defends departmental programs, policies, and activities. Select, train, motivate and evaluate department personnel. Plan, direct and coordinate, through subordinate personnel, departmental work plan; confer with City management to identify and resolve problems; assign projects and programmatic areas of responsibility to subordinate staff; review and evaluate work methods and procedures. Develop and administer departmental budgets; monitors and approves expenditures. Provide planning and support to City management staff for ongoing wastewater capital improvement projects, including wastewater treatment plant expansions, rehabilitations, and asset management activities. Provides staff assistance to City management regarding departmental activities; prepares and presents staff reports and other necessary correspondence. Performs other related duties as assigned.Qualifications:
MINIMUM QUALIFICATIONS
Knowledge of:
Organization and management practices as applied to the analysis and evaluation of program policies and operational needs. Advanced principles and practices in organizational, administration, budget, and personnel management. Principles of supervision, training and development and effective change management. Principles and practices of effective employee relations. Conventional wastewater treatment and sludge handling/disposal practices and processes. US EPA and TCEQ regulatory requirements for departmental programs and activities. Ability to : Plan, organize, direct, and coordinate the work of subordinate staff and delegate authority and responsibility. Select, supervise, train, and motivate subordinate staff. Provide administrative and professional leadership for the successful development and implementation of departmental programs and initiatives. Identify and respond to management issues, concerns, and needs. Develop, implement, and administer goals, objectives, policies, and procedures for providing effective and efficient services. Communicate clearly and concisely, both orally and in writing. Utilize required PPE where safety hazards are present. Establish and maintain effective cooperative working relationships with those contacted in the course of work including City and other government officials, community groups, the general public, and media representatives.Experience and Education :
Any combination equivalent to the level of experience and education that would likely provide the required knowledge, skills and abilities will qualify.Experience :
Five years of increasingly responsible senior level managerial and administrative experience in a municipal organization managing advanced wastewater programs, including a NELAP accredited laboratory operation, TCEQ approved industrial pretreatment program, fats, oils and grease source control program and a wastewater treatment plant. Five years of experience supervising a TCEQ Category A conventional activated sludge or similar wastewater treatment system (Greater than 10 MGD). Prior experience managing a TCEQ approved Surface Water Quality Monitoring program (Texas Clean Rivers Program) or MS4 Stormwater Management Plan (Illicit Discharge Detection and Elimination program for businesses and industries) is desirable.Education :
High School Diploma or GED required. Equivalent to a bachelor s degree from an accredited college or university with major course work in water/environmental management, engineering, public works management, public administration or other closely related field. TCEQ approved Water Utility and Advanced Management courses preferred.Licenses/Certifications :
Valid Class C Motor Vehicle Operator s License required. Valid TCEQ Class A Wastewater Operator s License preferred. Valid TCEQ Class A Water Operator s License preferred. Certified Water Professional credential preferred.ENVIRONMENTAL FACTORS
The essential duties of this position are primarily performed indoors in a typical office environment, which may require that the incumbent be physically capable of lifting, carrying and setting down objects weighing up to 35 lbs without assistance. Incumbents assigned to this position must be physically capable of utilizing required PPE, physically capable of visually observing and monitoring electronic and other recording devices. Incumbents must also be physically capable of hearing auditory warning devices such as alarms used to monitor reservoir levels and pump operations. Incumbents assigned to this position can reasonably expect to be exposed to various solvents and hazardous chemicals used to clean and maintain equipment as well as those used as part of the water treatment process. Incumbents assigned to this position must be available to work evenings, weekends, and holidays and be able to attend after hour s meetings and events. Incumbents assigned to this position are routinely required to attend various meetings throughout the City and attend seminars and training classes, which require that the incumbent have a reliable and readily available means of transportation.
