Summary:
The Director of Laboratories plans, organizes, directs and monitors the activities of two or more Ballad Health Clinical Laboratory Departments. The Director complies with the Ballad Management philosophy, which includes being accountable to the customer, fiscally responsible, and focused on improving performance outcomes. The Director seeks approval of resources for the development of intellectual capital, empowers team members to assume responsibility and accountability within the scope of their expertise, and acts as a facilitator to the self-directed work groups that develop within the department. The Director is expected to develop and promote collegiality with other Department Directors to assure equitable sharing of resources, smooth work flows, understanding and support of one another's needs, and harmonious and productive relationships throughout the hospitals and alliance. The Director of Laboratories communicates routinely to team members the organization and departments' strategic plans, cultural philosophies, and mission/vision/value and keeps the System Services Director for Laboratory Services informed of financial performance, capital equipment needs, business development opportunities and enterprise -wide projects. Responsibilities include active participation in the development of the Ballad laboratory strategic plan, developing long term and short term goals and objectives in support of the Ballad Mission and Vision; facilities/ technology maintenance; equipment evaluation; resource allocation; and customer relations. The Director assures the annual review of General Laboratory Policies; ensuring that policies are consistently observed. The Director is also accountable to the Laboratory Medical Director as they work along side one another to assure compliance with Good Clinical Practices, applicable JCAHO Standards, and state and federal laboratory regulations. As an integral part of the management team, the Director is required to participate in Performance Improvement programs and to cooperate with interdepartmental projects to improve quality of service and to reduce costs. The Director is accountable for practicing fiscal responsibility by participating in the development of realistic annual operating and capital budgets, conserving resources, monitoring expenditures to ensure they remain within budgeted parameters and assuring Team Member compliance with Ballad time and attendance policies. The Director assures that the most efficient and productive utilization of personnel and technical resources are maintained within the budget's productivity standards. Responsibilities include the facilitation of job applicant interviews and selection, the performance of timely evaluations 100% of the time, assurance of team member compliance with CBL timely completion, review and updating of competency requirements, review of completed evaluations, and counseling of team members as needed; the modification of recruitment and retention plans and the monitoring of reporting managers and coordinators' activities through 90 Day Action Plans. Retention efforts include the practice of guidelines set forth in the Ballad Human Resources Policies and Procedures, development of on site educational opportunities and encouragement of managers' participation at Ballad Leadership programs. The Director is accountable for maintaining harmonious interactions between department team members and their patients, family members, visitors, physicians, clergy, other system team members, and the community. He/she promotes the teamwork required from the clinical laboratory from all shifts, holding team members accountable for all assigned tasks, performance goals, and Ballad policies. The Director sets an example for all team members of commitment and loyalty by openly supporting and participating in organizational projects and events. The Director acts in a consultative role to alliance wide healthcare providers; and therefore, is accountable for maintaining technical expertise and leadership skills through ongoing education. The Director must be self-motivated and serve as a strong team leader and coach. This position is a member of the Ballad Laboratory Leadership Counsel and supports the Ballad Laboratory Value Analysis Team. The Director assists the Ballad System Services Director to identify cost savings opportunities. The Director reviews monthly department financial and decision support management reports and identifies and explains variances. The Director promotes systemness and standardization.
Requirements:
This position requires a minimum of a baccalaureate degree in a Health Related field. A Masters Degree is also preferred. A Generalist Supervisor's License and a Medical Technologist License from the Tennessee State Medical Laboratory Licensing Board are required if directing Tennessee laboratories. A certification from a nationally certified laboratory agency is required. At a minimum, the Director will be required to have served for at least two years in a supervisory role. The incumbent will be required to update technical expertise and to develop management/ leadership skills through continuing education throughout tenure in this position independent of Ballad financial support for external education. For laboratories performing clinical trial testing for the State of New York, the Director is required to meet the State of New York Department of Health Part 58-1 of 10 NYCRR Clinical Laboratories Standards 58-1.5, duties and qualifications of clinical laboratory technical personnel. Good verbal and written skills are important to this position. Formal presentation skills are also important (training can be provided, if needed). Competency is determined by successfully meeting the majority of annual goals and objectives established jointly with the Ballad Health System Services Director-Laboratory.
Licenses and Certifications:
A Generalist Supervisor's License and a Medical Technologist License from the Tennessee State Medical Laboratory Licensing Board are required if directing Tennessee laboratories. A certification from a nationally certified laboratory agency is required.
