Maryland Health Care Commission\r\nCenter for Quality Measurement and Reporting\r\n4160 Patterson Avenue\r\nBaltimore MD 21215\r\n Main Purpose of Job The Maryland Health Care Commission, an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services, is seeking a MHCC Center Director to provide leadership and direction to the Center for Quality Measurement and Reporting (CQMR) and oversee the Commission's health care quality measurement and reporting, and value-based care initiatives.�This position will apply clinical knowledge, experience, and understanding to MHCC's existing and emerging quality measurement, reporting, and value-based care activities to strengthen Maryland's quality reporting infrastructure and inform health policy, regulatory decisions, and program standards across the State.\r\n\r\n\r\nThis position oversees MHCC efforts to collect and report timely measurement data that supports statewide healthcare provider performance monitoring and quality improvement programs. This position also oversees the development, implementation, and evaluation of activities related to value-based care, including activities and initiatives that measure health care quality and inform the shift in payment from volume to value. This position will be responsible for driving MHCC forward in areas of quality measurement. The position will help articulate a path forward for quality measurement that can benefit Marylanders and the State. They will consider ways to use MHCC's quality reporting and measurement authority to improve MHCC's oversight of the State Data Utility, health facilities planning, and will identify new opportunities to incentivize high quality care. They will also be responsible for accomplishing the action items in MHCC's strategic vision and plans each year related to quality measurement, reporting, and value-based care.\r\n\r\n\r\nCQMR is currently comprised of three divisions supporting quality measurement and reporting. This position will lead these divisions and direct technical staff, providing guidance within the Center and across the Commission and Maryland Department of Health. The Commission is mandated to develop and maintain a system to evaluate the quality of care and performance of Maryland healthcare providers including hospitals, long term care facilities, health plans and outpatient surgery providers. Quality and performance information are publicly reported through a consumer-facing website to support statewide efforts to monitor and improve the quality of health care services and inform healthcare decision making among Maryland residents and policy makers. The Center Director will advise on ways to integrate MHCC quality measurement and reporting activities into the Department's quality measurement and reporting infrastructure and how to strengthen, enhance, and add value to existing and new activities across the State. The individual in this position is expected to work collaboratively across the Commission, thinking about quality measurement in new ways and breaking down barriers between Centers and government units.\r\nMINIMUM QUALIFICATIONS
Qualified candidates must possess a Master's degree in Health Care and five to ten years of progressively responsible experience in healthcare quality and performance improvement, along with demonstrated leadership skills.\r\nDESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess substantial expertise in quality measurement, data analysis and interpretation, and leading policy change within a complex organization, especially state, local, or federal government. Additionally, preferred candidates should possess previous experience in direct clinical patient care.\r\nSELECTION PROCESS
