WHO WE ARE
For almost 30 years, Signal has been managing and expanding behavioral health services in Colorado. Signal is a Behavioral Health Administrative Services Organization (BHASO) which helps ensure access to behavioral healthcare for uninsured, under-insured, and high-risk individuals by coordinating funding, supporting a provider network, and facilitating crisis response systems. Signal's mission is to transform lives and communities by delivering high-quality and innovative professional services to behavioral health providers. We are a non-profit organization dedicated to providing behavioral health services for youth, adults and families across Colorado. We manage mental health and substance use prevention, treatment and recovery services that are accessible, affordable, and efficacious for consumers of these services. Through effective management and coordination of services, Signal aims to increase efficiencies across behavioral health service systems, to strengthen linkages between human services systems and providers, and to more closely tailor services to the needs and strengths of consumers. We also support Coloradoans through crisis services and crisis adjacent services for youth and families. Our youth and family service team helps to provide timely access to comprehensive clinical assessment and service linkage for youth with high acuity mental health needs.
WHAT WE ARE LOOKING FOR
Quality Improvement Manager I will support our commitment to ensure the availability of high-quality behavioral health treatment and recovery services in our contracted regions on behalf of the State Behavioral Health Administration (BHA). The Quality Improvement Manager will serve as a vital member of the Clinical Services department and will help to develop, implement, and monitor quality management activities, deliverables, and trends. A day-in-the life as our Quality Improvement Manager I may include: As our Quality Improvement Manager, you won't just track data—you'll be the driving force behind clinical excellence and provider success. In this role, you will:
Champion Patient Safety & Care:
Lead the end-to-end investigation of critical incidents and grievances, collaborating directly with clinical leadership and our Medical Director to resolve issues and elevate the standard of care.
Influence Leadership Decisions:
Analyze trends in critical incidents, service diversions, and waitlists, and present your strategic insights directly to the Clinical Risk Management Committee to shape organizational policies.
Drive Proactive Problem-Solving:
Partner with compliance and clinical leaders to design and implement swift corrective actions, ensuring provider networks remain resilient and high-performing.
Mentor & Standardize Excellence:
Conduct vital retrospective utilization reviews and support annual clinical chart audits—providing the essential feedback, technical assistance, and coaching that helps our providers thrive.
Cultivate Continuous Improvement:
Co-develop and monitor robust Quality Improvement Plans (QIPs) and Corrective Action Plans (CAPs) to turn compliance challenges into opportunities for growth. Collaborate Across the
Business:
Partner dynamically with cross-functional teams to assess network adequacy, evaluate provider performance, and celebrate success by facilitating provider incentive payments.

Work hand-in-hand with clinical leadership to design and launch cutting-edge internal quality monitoring processes, keeping our own service delivery top-tier. Who You Are (Our Ideal Candidate) You are a self-driven behavioral health professional who blends clinical insight with an analytical mindset. You are a natural communicator, a resourceful problem-solver, and someone who thrives on building strong relationships to improve care systems. Your Education & Licensure The state of Colorado requires our QIM to hold a Master's degree in a relevant field such as Social Work, Counseling, Marriage and Family Therapy, Addiction Counseling, or a closely related behavioral health discipline. You hold an associated licensure/certification in Colorado (LCSW, LPC, LMFT, LAC, or CAS).

You have hands-on experience in behavioral healthcare service delivery and quality monitoring.

You possess a strong understanding of Colorado's behavioral health delivery system . (Bonus points if you bring experience from state/local government, behavioral healthcare entities, or related organizations!)

You are highly proficient in Microsoft Office (Outlook, Word, Excel, and PowerPoint) and can easily navigate data and reports.
