Job Description
POSITION SUMMARY
Reporting to the Associate Director (AD), Preventive Health Services (PHS), this position will provide support in the overall management of program administration, state contract management, program and grant performance, fiscal management, regulatory compliance, staffing, and community relations. The Deputy Associate Director will support the necessary day-to-day operations of the office while providing leadership and support to staff. This position will assist the AD in creating a supportive, team-driven environment which allows staff to achieve their program goals. The successful candidate will be highly organized, enjoy the details of administrative as well as "people work," and have good communication and leadership skills. Success in this role is accomplished through collaboration and partnering with staff and key state and local organizations to ensure compliance, positive outcomes, strong site operations, and a healthy and positive working environment for all staff.PRINCIPAL DUTIES/RESPONSIBILITIES
The following functions represent the majority of the duties performed by the position, but are not meant to be all-inclusive or prevent other duties from being assigned when necessary:ESSENTIAL JOB FUNCTIONS
Demonstrates knowledge of and supports THD's mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. Assists in establishing, monitoring, and evaluating quality improvement for the Office of Preventive Health Services' nursing standards, policies, and procedures including nursing care and documentation, through chart and observational audits. Identify and communicate opportunities for continuing education and/or program training for employees in the Office of Preventive Health Services (PHS). Oversee that all professional staff maintain current licensure, CPR, and Emergency Medical training. Ensure completion of all required annual training for staff, including an annual review of physician-approved protocols. Employee Health Liaison- Create and maintain Employee Health records/files for the Office of PHS, including required immunizations, annual TB screenings, initial and annual Fit Testing, and reports of communicable infections as it relates to employment.
Education:
Bachelor of Nursing required. Master's degree in nursing, Business Administration, Health Administration, or related field required.Experience:
Five years of clinical nursing experience and three to five years of progressive nurse leadership experience or operational leadership role.Knowledge/Skills:
Knowledge of professional nursing theory, practices, and techniques; of expense control, and purchasing procedures; of the philosophy and objectives of the Office of Preventive Health Services; and the principles and practices of effective supervision. Ability to direct, motivate, and evaluate staff; to plan and implement programs; to develop controls to monitor the effectiveness of programs; to communicate effectively both orally and in writing; and to establish and maintain effective working relationships with others. Strong team-building skills are required. Knowledge of federal and state laws and regulations pertaining to the services provided or the programs offered within a Public Health setting. Ability to interpret, analyze, and resolve highly complex administrative and personnel problems, and to direct and coordinate the activities of multiple work units and divisions engaged in a broad range of functions. Ability to develop an effective training and orientation program for the Nursing leadership positions in the Office of Preventive Health Services.Licenses:
Possession of a valid permanent Oklahoma license as a registered nurse as approved by the Oklahoma Board of Nursing, or a Registered Nurse License recognized by the Enhanced Nurse Licensure Compact (eNLC) Valid Oklahoma driver's license required. Basic Life Support (BLS)INTERNAL AND EXTERNAL WORKING RELATIONSHIPS
Regular internal contact with other members of senior management, as well as other personnel, in the day-to-day management of the organization; coordination of department activities; and development of financial/operational plans. Additional external contact with State officials, county, city, and community business associates to provide information about THD programs.PHYSICAL EFFORT
Ability to extend arm(s) up and out. Ability to hold objects by using fingers and hands, and ability to use fingers for operational needs such as typing. Must be able to lift objects up to 30 lbs. Remaining in a stationary position, often sitting or standing for prolonged periods. Repeating motions that may include the wrist, hands and/or fingers. Ability to bend spine at waist, bend legs at the knees, and move on hands, knees and feet. Ability to perform activities that require close visual acuity such as analyzing data and figures.SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY

WORKING CONDITIONS
Potential for risk of exposure to communicable diseases, contaminated blood, and other body fluids. The position will be both in an office and clinical setting. Must be flexible to meet the needs of various schedules; hours may fluctuate based on the priority of deadlines and workload. Varying degrees of stress and pressure depending on the urgency of the task or project.SPECIAL REQUIREMENTS
