One Provisional Appointment Notice This position is classified within the competitive class of the New York State Civil Service system and, as such, is subject to the examination and appointment requirements prescribed by Civil Service Law. Permanent appointment will be contingent upon success in a future civil service examination and subsequent placement on the resulting eligible list. Being reachable on the eligible list does not guarantee permanent appointment. Appointments will be made in accordance with the New York State Civil Service Law, including "Rule-of-Three". Distinguishing Features of the Class The work involves responsibility for directing, coordinating and evaluating the delivery of nursing services within the Erie County Health Department, with primary oversight of clinical nursing operations at the Jesse Nash Health Center and the Erie County Secure Youth Detention Center. The incumbent is responsible for the administrative and clinical supervision of nursing personnel. Work is performed under the general direction of the Commissioner of Health or a higher-level administrative official. Wide latitude is permitted for independent action in carrying out departmental objectives. Supervision is exercised over lower-level professional nursing staff, paraprofessional personnel and support staff. Does related work as required. Typical Work Activities
  • Directs and oversees nursing services at the Jesse Nash Health Center and the Erie County Secure Youth Detention Center;
  • Plans, organizes and evaluates nursing care delivery systems to ensure compliance with New York State Department of Health regulations, Office of Children and Family Services (OCFS) standards, and applicable accreditation standards;
  • Develops and implements nursing policies and procedures for public health clinical programs including Family Planning, Sexual Health services, PrEP, immunization services, communicable disease response and TB control;
  • Ensures the provision of constitutionally and clinically appropriate healthcare services to detained youth in accordance with best practices and applicable legal standards; Minimum Qualifications A) Possession of a Master's degree
  • in Nursing, Master of Public Health degree
  • , or Master of Healthcare Administration degree
  • , or a closely related
  • Master's degree and five (5) years of professional nursing experience in public health
  • , correctional or detention healthcare, or other organized healthcare programs serving vulnerable or at-risk populations, three (3) years of which must have included supervision
  • of registered nurses or responsibility for the administration
  • of a program or service as a primary and regular function of the position; or B) Possession of a Bachelor's degree
  • in Nursing and seven (7) years of professional nursing experience in public health
  • , correctional or detention healthcare, or other organized healthcare programs serving vulnerable or atrisk populations, three (3) years of which must have included supervision
  • of registered nurses or responsibility for the administration
  • of a nursing program or service as a primary and regular function of the position; Special Requirements Possession of a license and current registration to practice as a Registered Professional Nurse in New York State at time of appointment and maintenance throughout duration of appointment.
