Program Director/Consultant for Rehab Primary & Urgent Care - 3.3 Encino, CA Job Details Part-time $35 an hour 17 hours ago Benefits Paid time off Qualifications BLS Certification Group therapy Individual therapy HIPAA Discharge planning Full Job Description About the Role We are preparing a home in Encino to be used as a small residential substance use disorder treatment facility as part of the California Department of Health Care Services (DHCS) licensing/certification approval process. We are looking for someone with experience in DHCS residential substance use disorder programs, behavioral health operations, residential treatment startup, compliance, or facility preparation. The ideal candidate can help prepare the home, policies, staffing structure, documentation, and operational setup for DHCS review. This person may also be considered for the Program Director role if qualified. Responsibilities Help prepare the residence for use as a small residential rehab facility Review the home layout and recommend room usage, safety setup, signage, documentation areas, staff areas, and resident areas Assist with DHCS application readiness and pre-approval preparation Help organize required policies, procedures, forms, staff files, training documentation, and compliance materials Advise on operational workflows for admissions, resident supervision, medication handling, documentation, emergencies, grievances, and discharge planning Assist with staffing plans, job descriptions, schedules, and role responsibilities Identify gaps that may create DHCS approval or compliance issues Coordinate with ownership, staff, consultants, or inspectors as needed Potentially serve as Program Director if qualified and mutually agreed Preferred Qualifications Experience with DHCS-licensed or DHCS-certified residential substance use disorder treatment programs Knowledge of California residential treatment regulations, Title 9, DHCS standards, or related behavioral health compliance requirements Prior experience opening, managing, preparing, auditing, or consulting for a residential treatment facility Strong organizational and documentation skills Ability to work independently and provide practical, step-by-step guidance Program Director experience preferred but not required CADC, LAADC, LMFT, LCSW, LPCC, psychologist, physician, RN, or other behavioral health/substance use disorder credential preferred but not required, depending on experience Ideal Candidate The ideal candidate has hands-on experience with residential rehab operations and understands what DHCS expects during the approval process. We are looking for someone practical, detail-oriented, and able to help turn a residential home into a compliant and well-organized treatment setting. Schedule Flexible part-time schedule. Initial work may be project-based, with the possibility of an ongoing role depending on qualifications and program needs. Work Location Primarily in person in Encino, CA, with some remote administrative work possible.
