EMERGENCY SERVICES 121
Deer Run Trail Climbing Hill, IA 51015 FLSA 207K Wage Plan Full-Time 2760 hours/yea r Primary work is of a nature requiring medical, fire, technical and administrative skills in the operations and oversight of the varied emergency planning, emergency response and emergency recovery of disaster programs of the County. Organizes, coordinates and maintains preparedness of County Emergency and Disaster Services and systems. Employee exercises independent judgment and discretion in decision making in providing emergency management services under the direct authority of County Emergency Services Director. The following duties are typical for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. Responds to medical and fire emergencies in a prompt and efficient manner. Recruits and train volunteers Coordinates and performs daily operational services of the Emergency Operations Center Coordinates response to emergencies and disasters Coordinates disaster management assessment, recovery effort and mitigation efforts Trains the public and various groups and departments on the need for emergency preparedness, warnings and measures Plans and provides emergency services education for public and private entities including groups and individuals Participates in meetings on Disaster and Emergency services issues by giving information and answering questions Assists in planning and directing of plans among local and state emergency departments and emergency responders Prepares short and long-range plans and department records Develops volunteer resources in support of disaster and Emergency planning, response and recovery in emergency situations Responsible for maintaining operational Emergency Operations Center readiness 24 hours a day, seven days a week inclusive of equipment, grounds and communications Responds to emergencies as EMS/Fire first responder where there is an emergency due to fire, emergency incident/accident, natural or manmade Monitors Weather conditions Completes necessary paperwork and reports on emergency and/or disaster situations required by state/local government Responsible for the protection of life and property within the County following all legal and other departmental procedures relating to the security and protection Responsible for providing a variety of services duties to the citizens of the County; including administering of emergency first aid, and public relations and public information programs Carries out demonstrations, educational seminars, and public relations programs relating to the community's safety and maintenance of life and property protection Responsible for supervising other assigned department personnel, paid and volunteer, including training, instruction, assigning and checking work, motivation, enforcing discipline and performance evaluation Responsible for catching and confining stray animals Acts as liaison and counsels with other departments, agencies and organizations Participates in disaster services and emergency planning workshops and conferences at local/ state/regional/regional level Performs routine administrative and clerical work Performs a variety of other duties relative to the scope of designated responsibility under the direction of the County Emergency Services Director Attendance is required Minimum Education and Experience Required to
Perform Essential Functions:
High School or GED required Minimum experience one (1) year of public contact work which involved planning, organizing or controlling human or physical resources, i.e., foreman, store manager, teacher, etc.; OR thirty (30) semester hours of college course work may be substituted for each (1) year of the required experience. Paramedic Certification and CPR Certification are required. Prefer Firefighter 1 Certification. Have or willing to obtain certification for National Incident Management System (NIMS), Jump/Jump Start, Mandatory Reporter, and Operational Hazmat Willing to obtain all minimal required certifications of Iowa Firefighters Association and Emergency Services Department Ability to express oneself clearly and concisely Ability to establish and maintain effective working relationships with employees and general public Ability to organize assigned specific tasks and present effective work methods Knowledge or the capacity to become familiar with state and federal guidelines for emergency response for all skill levels Ability to recruit and train volunteers helpful Physical ability to lift 50-85 pounds Possession of an appropriate valid driver's license and insurance Able to successfully pass: physical examination, back screen, vision, hearing screen/test, DOT drug screen and background check.
