Job Description

POSITION SUMMARY
The hybrid EMS-PSO position is responsible for the safe and efficient operation and maintenance of fire apparatus, to include aerials, pumps, auxiliary equipment, tools and apparatus equipment. Conducting fire inspections of commercial buildings and residential life safety surveys. Delivery of fire and EMS safety presentations to the public at community events. Each Hybrid position will be hired primarily under budgets 412 (EMS) or 419 (DFRS) and will primarily report to the Captain or Chief responsible for that Division. The delivery and provision of emergency medical care based upon their PA EMS certification as provided for within the Pennsylvania Emergency Medical Services Act 37, the current Pennsylvania Department of Health Bureau of Emergency Medical Services Scope of practice, Pennsylvania Department of Health Bureau of emergency medical services statewide protocols and Lower Allen Township clinical guidelines. The hybrid EMS-PSO position is responsible for scene management, teamwork, collaboration and oversight of patient care in accordance with ACT 37 based upon their EMS certification. The hybrid EMS-PSO must have the approval of the Lower Allen Township EMS medical director. Hybrid EMS-PSO's will be exposed to all types of extreme weather, disease and all types of unsafe and hazardous conditions working days, nights, weekends, and holidays. Hybrid EMS-PSO's personal conduct on duty, as well as off-duty, must be such that it does not bring disrepute or unnecessarily endanger the public's trust and the reputation of the DFRS and EMS Divisions and the Department of Public Safety. Hybrid EMS-PSO's will provide support to the Lower Allen Township Fire Companies as necessary to ensure life safety. Hybrid EMS-PSO's are required to apply for membership to the Lower Allen Fire Company #1 and Lisburn Community Fire Company
ESSENTIAL FUNCTIONS OF THE JOB
Assure the proper delivery of the highest quality of life safety services supporting the Lower Allen Township Fire Companies and delivering the most efficient and effective pre-hospital emergency care to the citizens, visitors and transients of Lower Allen Township. Adheres to all Lower Allen Township, Lower Allen Township Department of Public Safety and Lower Allen Township DFRS and EMS policies, procedures, and guidelines. Legally, ethically, and morally provide Life Safety and administer pre-hospital emergency care. Function independently at an optimal level in a constantly changing environment as defined by
DFRS, EMS
policies, procedures, and protocols. Perform work which may involve strenuous physical tasks, including during hazardous conditions and/or inclement weather. Drive and operate Emergency Public Safety Vehicles (DFRS vehicles, EMS Vehicles, and Fire Apparatus) to and from incidents or emergency scenes in accordance with department policy, PA Vehicle Code rules on emergency vehicles and Pa Act 37 Respond to dispatched incidents to provide the requested life safety and emergency medical care and transport. Effectively communicate with all members of public safety, mutual aid agencies, allied health professionals, dispatchers, and leadership to ensure internal and external cohesiveness. Functions cohesively as a team with other fire departments, emergency medical services, police departments, and allied health professionals, etc. Transports patients to hospital by ambulance, providing continuing care until relieved at destination. Notifies the hospital of the patient's condition and their medical needs prior to arrival. Hybrid EMS-PSO's may, when required to meet the life safety needs of the community, engage in fire support and other rescue activities. Punctual, regular attendance is required. Employees are to be equipped and ready for work within fifteen minutes before the required starting time for shift changeover. Reports for work with good hygiene and personal grooming, maintaining a professional appearance in accordance with policy. Performs station duties as per policy. Cleans and disinfects Fire and EMS equipment and vehicles (Inside and Outside) as required per policy. Replaces missing, malfunctioning, or damaged equipment, including both department issued and personal issued equipment. Performs and documents vehicle and equipment check at the start of every shift. Operates radios and voiceless county PSAP communications devices in accordance with polices, guidelines and procedures. Cares for incapacitated first responders subject to the effects of excessive heat, smoke inhalation, injury, etc. Has the ability to wear respiratory protection up to and including Self-Contained Breathing Apparatus (SCBA). Hybrid EMS-PSO's must be able to function in unpredictable, prolonged periods of extreme physical exertion as required by emergency operations without benefit of a warm-up period, scheduled rest periods, meals, access to medication(s), or hydration. Hybrid EMS-PSO's must be able to perform critical, time-sensitive, complex problem solving during physical exertion in stressful, hazardous environments, including hot, dark, tightly enclosed spaces, which is further aggravated by fatigue, flashing lights, sirens, and other distractions. Complete accurate and detailed documentation of Patient Care Reports, Fire Incident Reports, and Fire Inspection Reports within 24 hours form, the time of the incident completion. Participates in training on duty or as assigned. Ability to develop a rapport with a vast cross section of staff, outside agency staff, and volunteers. Assist with the enforcement of the Fire Code and Property Maintenance Code. Assist with gathering building information and developing pre-fire plans/surveys and/or occupancies with people of special needs. Assist with mentoring, on-boarding, and training of new staff, volunteers, and live-in firefighters and complete the required documentation. Maintains a physical and mental state of fitness and readiness that will enable them to handle (often without backup) contacts and involvements with dangerous or potentially dangerous people, animals, and equipment. Assists with traffic control. Must be able to work shift work, including evenings, overnights, weekends and holidays. Efficiently operates computer equipment and software programs used by Fire and EMS Divisions. Ability to use personal protective equipment properly. Move patients by stretcher, reeves' litter, stair chair, scoop stretcher or any other EMS approved lifting and moving device to ambulance. The ability to move 125 pounds to a height of 3-feet and carry 125 pounds, a minimum of 10 feet. Ability to bend, stoop, crawl and walk on uneven surfaces. Has the ability to sit or stand for extended periods of time.
OTHER FUNCTIONS
Has analytical ability with mental alertness. Has the ability to be a credible witness in Court as part of EMS and Codes Enforcement activities. Maintains knowledge of the latest techniques and programs in the EMS, Fire, Rescue, Hazardous Materials, and Codes areas. Maintains proficient knowledge of Township ordinances and state laws. Ability to effectively work with all levels of supervision and with all Township department employees as needed to accomplish tasks. Attends required training on job skills; keeps abreast of developments in the field. Actively participates in public relations, events, conducting tours, blood pressure screenings, injury prevention, public presentations, etc. Attend scheduled staff meetings. Strives to obtain competency in accordance with employee evaluation measures.
QUALIFICATIONS
  • Citizen or National of the United States, a lawful permanent resident alien, or an alien authorized to work in the United States.
  • 18 years of age when the application is submitted.
  • Possesses High School diploma or equivalent.
  • Firefighter I Certification or proof completion of a career fire academy.
  • A minimum of Emergency Medical Technician certification by Pennsylvania Department of Health.
  • Health Care Provider CPR/AED issued by a PA DOH approved organization.

  • Proof of the completion of a Hazardous Materials Operation.

  • Completion of education modules for BLS optional skills used at Lower Allen Township EMS with 45 days of hire.
  • Possesses a valid Pennsylvania motor vehicle operator's license.
  • Completion and maintenance of PSP and Childline background checks in accordance with current legislative requirements
  • Experience in driving and operating Fire Apparatus during Emergency and Non-Emergency incidents and training.
  • Skilled in conducting emergency medical assessments, taking necessary pre-hospital care and using emergency medical equipment.
  • Ability to communicate effectively and professionally in English, both verbally and in writing.
  • Vision sufficient to qualify for PA Driver's License in compliance with PennDOT regulations.
  • Has hearing ability sufficient to understand verbal and radio communication.
  • Bi-lateral manual dexterity in lifting, carrying, extricating, climbing, hoisting, using stairs while carrying equipment and patients.
  • Performs related work as required.
ADDITIONAL REQUIREMENTS
  • Physical fitness to perform the functions of the job.
  • Physical activities include frequent standing, walking, regular kneeling, crouching, crawling, twisting upper body, climbing.
  • Frequent lifting, dragging, and carrying of 125-250 pounds, agility, balance, coordination, endurance, hearing, speaking, vision, and manual dexterity.
  • Must be able to work shift work, including evenings, overnights, weekends and holidays.
  • Work environment includes work outdoors in cold, extreme heat, smoke, air-borne pathogens, blood borne pathogens, noise, confined working space, electrical hazards, chemicals, toxic waste, explosive materials and mechanical hazards.
  • The ability to pass and maintain PSP criminal, Childline and other state required background checks for operating in a patient contact environment.
  • Frequent driving is required and must meet Township Insurance Carrier requirements.
  • Be qualified as an EMS provider in accordance with the EMS division requirements within 2 months of hire.
  • Be qualified to drive and operate Squad 12 within four months of hire.
  • Be qualified to drive and operate Truck 12 within six months of hire.
  • Aerial Apparatus Operations Certificate (within seven months of hire)
  • Truck Company Operations I Certificate (within one year of hire) Offer of employment is contingent upon the successful completion of a satisfactory: physical examination (full-time personnel only) drug test and background investigation result (full/part time and temporary personnel).
