This role collaborates closely with the MST Supervisor and MST Expert to develop program goals, policies and procedures; secures stable funding; and promotes program visibility. The Program Manager acts as the primary liaison with the County of San Diego Probation Department, coordinating data reporting, compliance with county security requirements, and interagency collaboration.
MAJOR TASKS
1. Develop and implement policies and procedures in partnership with the MST Supervisor, MST Expert ,and agency leadership to ensure fidelity to the MST model and compliance with the Statement of Work. 2. Manage funding for the MST program, including oversight of budgets, contracts and invoicing; coordinate with development staff on grant opportunities. 3. Lead recruitment, hiring and onboarding of MST staff; collaborate with HR to ensure all staff meet licensing and background requirements. 4. Provide administrative supervision to the MST Supervisor and ensure performance evaluations incorporate MST adherence data and client outcomes. 5. Coordinate with MST Services (Program Developer/Expert) to address program‑level barriers and participate in Program Implementation Reviews. 6. Serve as the primary point of contact with the County Contracting Officer Representative; submit required reports on program outcomes, cost‑effectiveness, and fidelity. 7. Oversee data collection and management; ensure timely entry of information into MSTI databases and agency Client Information Systems; review data to inform program improvements and report results to stakeholders. 8. Promote MST within the community; cultivate relationships with referral sources, local champions and stakeholders; participate in community meetings and presentations. 9. Ensure staff adhere to county security and clearance requirements and maintain copies of all required documents. 10. Perform other duties as assigned.
QUALIFICATIONS
Must successfully complete background checks including Department of Justice (DOJ)/Federal Bureau of Investigation (FBI) fingerprint clearance and Child Abuse Central Index (CACI) screening. Master's degree in Social Work, Counseling, Marriage and Family Therapy, Public Administration or a related field preferred. Licensed (LCSW, LMFT, LPCC) or license-eligible in California with current registration in good standing (e.g., Associate registration with the BBS) preferred. Minimum two years experience in program development and management in behavioral health, child welfare or juvenile justice, including supervision of professional and administrative staff. Demonstrated knowledge of evidence‑based family therapy models and juvenile justice policies. Strong skills in budgeting, data management, written/oral communication, and interagency collaboration. Must be proficient in Microsoft Office and client information/database systems. Valid California driver's license, clear DMV record and ability to drive agency vehicles and possess current CPR/Pediatric First Aid certification. Bilingual (English/Spanish) capability preferred.
