St. Louis, MO The Public Health Program Representative (PHPR) plays a vital role in supporting the planning, coordination, and implementation of HIV/STI prevention initiatives for the City of St. Louis Department of Health. This includes management of the Condom Distribution Program (CDP), HIV/STI testing, community outreach, and health education activities. The PHPR ensures equitable access to prevention tools, supports data collection and reporting, and promotes sexual health across the community. Responsibilities include expanding and maintaining condom distribution sites, managing supply and inventory, tracking and reporting data, conducting testing and education, and serving as a liaison with partners and stakeholders. The position requires strong organizational, communication, and data management skills, as well as a commitment to health equity.
Essential Functions and Responsibilities:
Plan, implement, and support HIV/STI prevention program deliverables. Serve as a key member of the Condom Distribution Program (CDP) team: Maintain inventory and organize the condom supply room. Process, package, and fulfill condom supply orders. Manage and update the online (Qualtrics) CDP order form. Coordinate with team members for order pick-ups and deliveries. Track supplies using checkout logs and Google Sheets. Maintain accurate data for internal and external reporting. Coordinate with the social media team to conduct outreach campaigns. Support SOP development and program improvements. Serve as main or co-contact for CDP partners, providing updates and support as needed. Conduct community-based and clinic-based HIV/STI testing, including required phlebotomy. Deliver individual and group HIV/STI education and risk-reduction counseling. Refer individuals testing positive to Linkage to Care Case Management services. Support surveillance staff with data collection and documentation. Represent the Department of Health at regional and statewide meetings. Participate in planning and implementation of special projects and testing events. Serve as a liaison to community organizations, local governments, and stakeholders. Assist with the investigation and control of other communicable diseases, as needed. Attend and contribute to internal huddles and external meetings. Participate in CDP meetings and strategy discussions. Recruit and support CDP partner sites; assist with program expansion. Provide feedback and recommendations to improve program efficiency and equity. Monitor and report outcomes related to condom distribution and outreach. Ensure in-office coverage on a rotating basis to support CDP operations.

Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
Human Interaction:
Requires the ability to provide paraprofessional level medical care, such as advising patients on public health programs and referral to treatment and prevention program and resources.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, computer terminal, fax machine, telephone, phlebotomy equipment and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as epidemiological data, medical charts, lab test reports, interview notes and reports, public health program manuals, statutes, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentage; interpret descriptive statistical reports.

Physical Requirements:
Requires the ability to lift files and other materials weighing up to twenty (20) pounds. Requires the ability to climb stairs.
Sensory Requirements:
Requires the ability to recognize and identify degrees of similarities or differences between characteristics of shapes to clearly distinguish objects and sounds to interview clients and communicate with co-workers. Qualifications A Bachelor's degree in Public Health, Community Health Education, Behavioral/Social Sciences, Social Services, or a related medical/behavioral science field; plus some experience in community outreach with HIV/AIDS, STIs and public health practices. OR an equivalent combination of education, training, and experience.
Certification:
Must be a Certified Phlebotomy Technician (CPT).
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
