Work is performed under the general direction of the Deputy Health Director. Position Responsibilities Essential Functions Executes the deliverables outlined in the NC Division of Public Health (NC DPH) Agreement Addendum (AA) 118 (Regional Foundational Capabilities Development) alongside Health Department Administrative staff Establish connections/partnerships with other NC DPH regional workforce development coordinators and NC DPH staff. Identify training and workforce needs within Region 8 counties Create solutions to training and workforce needs applicable to the Region 8 counties to include, but not limited to: agency client satisfaction surveys, agency customer service training, social determinants of health plan development and training, PowerDMS/Accreditation dashboard training, etc. Attend Public Health Workforce meetings, virtually and/or in-person Prepares, selects, assembles, and distributes informational materials to local agencies, organizations, and other individuals and groups interested in health programs and problems. Assists in planning, developing, and conducting workshops, conferences, and training opportunities for professional groups and the public. Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed, or volunteers. Fosters communication (e.g. building trust, engaging in active listening, being clear and transparent) Health Equity Skills Describes the diversity of individuals and populations in a community (e.g. language, culture, values, socioeconomic status, etc.) Addresses the diversity of individuals and populations when developing, implementing, evaluating, and improving policies, programs, and services Community Partnership Skills Describes conditions, systems, and policies affecting community health and resilience (e.g. determinants of health, poverty, housing, etc.) Builds relationships to improve community health and resilience Collaborates with community members and organizations to identify community health and resilience needs Public Health Sciences Skills Applies evidence in developing, implementing, evaluating, and improving policies, programs, and services Management and Finance Skills Recognizes one's own professional development needs (e.g. determining knowledge and skills needed for success in one's job, identifying gaps in desired knowledge and skills) Qualifications Considerable knowledge of the principles and practices of public health and public health education activities. General knowledge of modern educational theory and techniques in the field of public health education. General knowledge of journalistic principles and methods of preparing subject matter in the promotion of public health activities. General knowledge of display techniques and skill in the arrangement of exhibits. Ability to work effectively with people on all educational levels and to maintain effective working relationships with local health departments, community agencies, and the public. Ability to write and speak effectively and to stimulate interest and cooperation among various groups in carrying out a program in public health education. Ability to operate a personal computer and standard office productivity software. Education, Experience, and Special Requirements Bachelor's degree with coursework in health education, or related field and moderate experience in public health education, or equivalent combination of education and experience.
Special Requirements:
Valid driver's license is required. Salary will be determined based on qualifications, internal equity, budget, and market considerations. Regular Onslow County employees have the ability to participate in a wide array of employee benefits including: Health Insurance Health Insurance is provided by BlueCross BlueShield of North Carolina and covers a wide variety of healthcare services. Dental Insurance Dental insurance is provided by Delta Dental to full-time employees and covers a percentage of basic to major dental procedures, including orthodontia for children and adults. Vision Insurance Vision insurance is provided by MetLife to full-time employees and covers a variety of materials (contacts and glasses frames/lenses) and an annual eye exam. North Carolina Local Governmental Employees' Retirement System Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit. NC401k The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%. Vacation Leave Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases. Sick Leave Regular full-time employees earn 12 days of sick leave per year. Paid Holidays County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary. ComPsych Mental Health Services The County provides Mental Health and Life Services through ComPsych to help employees and their families with personal, family and job-related problems such as counseling, crisis support, work-life resources, legal and financial consultations, and organizational support tools. Supplemental Benefits County employees are also offered a variety of supplemental benefits such as Life Insurance, Flexible Spending Accounts, 457b Deferred Compensation Plan, and MetLife Supplemental Plans.
