Job Description

The Deputy Associate Director assists in developing, coordinating and managing the Centered Spirit Program located in the Guadalupe area for the Pascua Yaqui Tribe. In addition, the incumbent oversees the program contract requirements, program development, resource management, employee supervision, and training and provides direct clinical client services to Pascua Yaqui Tribal members in the community. This position serves as the Guadalupe Office Supervisor for mental health services provided to children, adolescents, adults, couples, families, and groups. Supervise staff, prioritize and assign work, conduct performance evaluations, ensuring staff are trained and follow policies and procedures, monitor provision of direct clinical services, maintain a healthy and safe working environment, and make hiring, termination, and disciplinary recommendations. Assist the Behavioral Health Director and Department Director in developing and implementing department policies and procedures; ensure accreditations and licensure of clinics within established standards. Responsible for implementing the program goals and objectives, coordinate evaluation activities, manage assigned grants and contract requirements, and complete progress reports, and other written reports as necessary for successful implementation of the program. Seek and maintain funding from outside funding sources, monitors budgets and revenue collection. Work closely and collaboratively with the Behavioral Health Program in Tucson in developing the Guadalupe Program. Provide direct patient services for children, adolescents, adults, couples, families and groups utilizing an eclectic psychotherapeutic approach; provides psychological assessments as deemed appropriate. Maintain Arizona Department of Health Services Division of Licensing Outpatient Clinic license and maintain standards as required for CARF Accreditation. Ensure provision of direct patient services upon receipt of referrals from Pascua Yaqui agencies, state and tribal CPS, public schools, Indian Health Services, and other individuals and agencies. Provide clinical oversight and supervision for clinicians, who provide therapeutic services. Develop and maintain a strong working relationship with the Pascua Yaqui Tribe Health Department, Social Services Department, and other vital programs/departments. Prepare and maintain all case notes, referrals, consultations, evaluations, and other state forms as required. Prepare monthly and/or quarterly reports as required by supervisor. Perform other duties of a similar nature or level as requested by supervisor or director.
Knowledge of:
Supervisory principles; Management principles; Mental health and substance abuse needs of Yoeme families; Local resources and existing systems of care for Yoeme families; Culturally appropriate and evidence-based clinical interventions Yaqui community, culture, customs and traditions; The principles of Title XIX service provision, including the covered service model and network development; Interviewing and psychological assessment techniques; Psycho-educational and psychotherapeutic principles, practices and techniques in the treatment of adult behavioral health issues; Law and ethics as related to behavioral health practice; Management of behavioral health crisis, including risk assessment, crisis intervention techniques, crisis resources, and hospitalization protocols; HIPAA requirements of behavioral health; Yaqui culture, customs, resources and traditions and/or a willingness to learn.
Skills and Abilities:
Monitor and evaluate employees; Prioritize and assign work; Provide leadership; Organization, project management and multitasking; Diagnosis using the DSM-V TR and the ICD-10; Crisis intervention techniques, crisis resources, including risk assessments, and hospitalization protocols; Clinical training of behavioral health providers; Respond quickly and efficiently to requests from agencies including ADHS, Division of Licensing, CARF etc.; Coordinate with programs at Pascua to ensure coordination of care and program development; Work with dual diagnosis issues, serious mental illness and general mental health concerns; Client engagement, treatment planning and case management; Identify and use the appropriate clinical interventions based on the client's presenting problems; Assess for imminent or potential lethal harm and intervene appropriately; Submit assessments, treatment plans, progress notes and other required clinical documentation accurately and on time and be able to track when updates are due; Work effectively with a multidisciplinary team of providers within and outside of the department; Facilitate meetings in a group setting; Make independent judgments; Maintain confidentiality of information; Ability to analyze data and write comprehensive reports on program status; Operate a variety of office equipment, including computer and related software applications; Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions. Licensed as a Behavioral Health Professional in the State of Arizona or any out of state; plus six (6) years of professional counseling experience in a mental health setting including two (2) years of management or team lead experience. AND Bilingual in English/Spanish preferred; Experience working with Native American populations is preferred.
Special Requirements:
CPR & First Aid Certification within six (6) months of hire; Must possess and maintain a valid Arizona Driver's License; This position will require the incumbent to work non-traditional hours, nights, and weekends; Must have a current Level 1 Arizona Clearance Card. Failure to maintain a current Level 1 Clearance Card will result in removal from this position.
