Job Description

The Program Manager assists the Medical Director and/or Associate Medical Director of New Beginnings in accomplishing the New Beginning Program's objectives by planning, organizing and supervising all administrative functions required to operate and maintain program activities and services as well as ensures operations are according to established policies, procedures, and regulations. Establish, implement, and communicate goals, objectives, policies, and procedures in accordance with the strategic plan and applicable laws, regulations, ordinances, and regulatory agencies. Assist the Medical Director and/or Associate Medical Director of New Beginnings in developing, implementing, and maintaining program policies and procedures; ensure accreditations and licensure of clinics are within established standards. Collaborate with Medical Director and/or Associate Medical Director on clinic management and regulatory compliance. Improve staff effectiveness by coaching, counseling, training, planning, delegating, and monitoring. Ensure communication among personnel and program-related activities. Coordinate with other health programs and external entities regarding New Beginning services. Oversight of referrals by staff. Designated New Beginning Program Sponsor. Provide consultation to all New Beginning staff and nurses regarding patient, staff and documentation issues. Prepare, maintain, and present drug screen data and patient updates for Treatment Team Review (TTR), including documentation of TTR notes, maintaining, waiting lists, intakes, discharges, enrollment status, and a centralized tracking system for drug screen results. Coordinate and facilitate all New Beginning intakes with Centered Spirit Program Member Services Specialist. Manage the census for all New Beginning patients in residential facilities and provide information to the Network Services Coordinator and Administrative Support Services Supervisor for billing purposes. Provide updates and concerns regarding patient's medication dose amounts to applicable clinical personnel such as the Medical Director, Associate Medical Director, Medical Providers and/or the Medical Assistant. Supervise Front Desk Staff and Patient Support Service Technicians; coordinate and arrange backup coverage for clinical groups and front desk operations. Monitor New Beginning staff call/ins, attendance and report findings to the team and Centered Spirit Program Associate Director. Participate in Tribal Multi-Disciplinary Review Committee (TMDR) when necessary. Meets monthly with Medical Director to debrief all New Beginnings information. Provide case management services and maintain a limited caseload, as assigned. Assist Medical Director and/or Associate Medical Director to record all clinical contacts in an electronic charting system ins accordance with the American Society of Addiction Medicine (ASAM) and Commission on Accreditation of Rehabilitation Facilities (CARF) guidelines. Assist Medical Director and/or Associate Medical Director with the data/information processing of the EHR Patient Database System. Review and monitor the program budget, which may include grant funding and oversight, allocate resources, and approving expenditure and work closely with CSP Administrative Director on all budgetary tasks. Perform other duties of a similar nature or level as requested by supervisor or director.
Knowledge of:
Management and program development principles and practices; Addiction disease treatment protocols; Negotiation and conflict mediation abilities; Budget administration principles; Area resources; Strategic planning principles; Applicable federal, state, and local laws, rules and regulations; Interviewing and psychological assessment techniques; Best practices in the assessment and treatment of behavioral health problems; Law and ethics as related to behavioral health practice; Management of behavioral health crisis including risk assessment, crisis intervention techniques, crisis resources, and hospitalization protocols; HIPAA requirements of behavioral health Tribal, state, and federal regulations pertaining to the funding and operations of the New Beginning program; Yaqui culture, customs, resources and traditions and/or a willingness to learn.
Skills and Abilities:
Provide leadership Monitor, prioritize, assign work and evaluate employees; Work effectively with a multidisciplinary team of providers within and outside of the Program; Assist Medical Director with analyzing and evaluating program, services, operational needs and fiscal constraints; Analyze problems, project consequences, identify solutions, and implement recommendations; develop policies; Exercise independent judgment; Handle multiple tasks and meet deadline; Establish and maintain effective working relationships with employees, other agencies, and the public; Operate a variety of office equipment, including a computer and related software applications; Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions. Associate's in Behavioral Health or Behavioral Health Technician (BHT) Certification equivalent, plus six (6) years of counseling work experience in a behavioral health setting; Include two (2) years of supervisory experience or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. AND Bilingual in English/Spanish preferred but not required.
Preferred :
Bachelor's degree in behavioral health
Special Requirements:
CPR and First Aid Certifications or ability to obtain within ninety (90) days of hire. Failure to maintain a current CPR and First Aide Certification may result in termination. Must possess and maintain a valid Arizona Driver's License; This position will require the incumbent to work non-traditional hours, nights, and weekends; Must have a current Level 1 Arizona Clearance Card. Failure to maintain a current Level 1 Clearance Card will result in termination.
