Job Description

JOB SUMMARY
Under the direction of the Laboratory Manager, the Clinical Laboratory Scientist II (CLS II) coordinates the daily operations and workflow of the clinical laboratory and assists in overseeing laboratory personnel performing testing required for the diagnosis, treatment, and prevention of disease. The CLS II provides CLS I team members and laboratory staff with technical leadership, training, and guidance to ensure accurate and timely laboratory testing. The CLS II ensures compliance with all applicable regulatory and accreditation standards including the Department of Health Services (DHS), Clinical Laboratory Improvement Amendments (CLIA), and The Joint Commission (TJC). Responsibilities include maintaining quality assurance and quality control programs, coordinating laboratory workflow, assisting with staff training and competency assessments, supporting Laboratory Information System (LIS) functions, and maintaining appropriate inventory of laboratory supplies and reagents. The Clinical Laboratory Scientist II assists in coordinating staffing coverage to ensure appropriate coverage for scheduled shifts and unexpected absences, supporting the continuous and efficient operation of the laboratory. The CLS II performs laboratory testing, supports performance improvement initiatives, and serves as a technical resource for laboratory personnel. This position reports directly to the Laboratory Manager.
PERFORMANCE DIMENSIONS AND TASKS
Essential Function Laboratory Testing and Technical Oversight
  • Performs and oversees laboratory testing procedures on patient specimens including blood, body fluids, and other biological materials in accordance with established laboratory policies and procedures.
  • Ensures all testing procedures are performed accurately and within established turnaround times.
  • Reviews and verifies laboratory test results prior to reporting.
  • Ensures quality control procedures are performed and documented in accordance with regulatory standards.
  • Prepares periodic quality control summaries for review by the Laboratory Manager.
  • Investigates testing discrepancies, abnormal results, and technical problems.
  • Alerts the Laboratory Manager when abnormalities or irregularities are encountered in testing.
  • Participates in the development, validation, and implementation of new laboratory procedures and methodologies Specimen Identification and Processing
  • Ensures proper specimen identification, labeling, and handling procedures are followed.
  • Verifies that the appropriate specimen is analyzed for the correct patient and requested test.
  • Confirms patient identification by matching specimen labels with test requisitions and patient identifiers.
  • Ensures specimens are appropriate for the requested testing.
  • Investigates and resolves specimen discrepancies, labeling issues, or collection problems, particularly in Microbiology specimens.
  • Maintains specimen integrity and ensures proper storage and transport conditions. STAT and Critical Result Management
  • Ensures timely processing and reporting of urgent laboratory testing.
  • Prioritizes and processes STAT orders promptly.
  • Reports STAT results immediately upon completion.
  • Identifies and reports critical values to physicians or nursing units according to hospital policy.
  • Verifies critical values prior to reporting to ensure accuracy.
  • Ensures tests are properly ordered, documented, charged, and routed to the appropriate department with adequate billing information. Documentation and Laboratory Information Systems
  • Maintains accurate laboratory records and documentation.
  • Records laboratory work performed and maintains accurate logs and documentation.
  • Prepares laboratory summaries and statistical reports as required.
  • Ensures bookkeeping and documentation remain current and submitted by required deadlines.
  • Calculates and updates Quality Control reference ranges and submits monthly reports to the designated peer group.
  • Assists with Laboratory Information System (LIS) functions, including upgrades, troubleshooting, and tasks within Cerner. Equipment Maintenance and Calibration
  • Ensures laboratory instruments and equipment function properly.
  • Inspects, calibrates, and verifies performance of laboratory instruments and equipment.
  • Performs routine and preventive maintenance procedures.
  • Documents equipment performance and maintenance activities on required forms.
  • Reviews Quality Control and maintenance logs for completeness and compliance.
  • Submits quality control data electronically to peer groups monthly.
  • For tests without electronic submission capability, prepares reports for review by the Laboratory Manager and Laboratory Director.
  • Reports discrepancies or equipment issues to the Laboratory Manager for resolution. Staff Leadership and Training
  • Provides leadership, training, and support to laboratory personnel.
  • Coordinates with CLS staff to ensure adherence to laboratory policies and procedures.
  • Trains and educates CLS staff to ensure compliance with laboratory standards and regulatory requirements.
  • Conducts departmental orientation and training for new employees.
  • Serves as a technical resource for laboratory personnel.
  • Demonstrates leadership and professional role model attributes to support staff development.
  • Performs method comparison studies, parallel testing, and validations for new tests and procedures.
  • Assists in coordinating staffing coverage to ensure appropriate coverage for scheduled shifts and unexpected absences. Quality Assurance and Performance Improvement
  • Supports and oversees laboratory quality management activities.
  • Monitors quality control procedures and ensures compliance with established standards.
  • Provides monthly QC summaries for review by the Laboratory Manager.
  • Ensures accuracy and reliability of results reported by CLS staff.
  • Actively participates in the laboratory Performance Improvement Program.
  • Verifies proficiency testing is completed accurately and within required timelines.
  • Coordinates rotation of proficiency testing assignments among CLS staff and verifies timely submission. Inventory and Supply Management
  • Maintains laboratory inventory and supply levels.
  • Orders laboratory reagents, supplies, and materials as necessary.
  • Ensures adequate inventory levels are maintained to support testing demand.
  • Monitors expiration dates to minimize waste and prevent the use of outdated supplies. Reference Laboratory Coordination
  • Coordinates preparation and shipment of specimens to external reference laboratories.
  • Ensures specimens are properly prepared, labeled, packaged, and documented.
  • Ensures compliance with regulatory requirements for specimen transport and shipping. Point-of-Care Testing (POCT) Coordination
  • Oversees all POCT devices and testing across hospital units, ensuring proper operation, calibration, and maintenance.
  • Develops, implements, and monitors policies and procedures for POCT in compliance with CLIA, TJC, and hospital standards.
  • Trains and evaluates staff performing POCT to ensure competency and adherence to protocols.
  • Maintains records of QC, proficiency testing, maintenance, and staff competency for all POCT devices.
  • Investigates POCT discrepancies, out-of-range QC results, or device malfunctions and implements corrective action.
  • Coordinates reporting of POCT results into the LIS and ensures accuracy of documentation.
  • Performs periodic audits of POCT compliance, competency, and regulatory documentation.
  • Serves as a resource for nursing and ancillary staff regarding POCT policies, troubleshooting, and quality assurance.
  • Participates in evaluation, validation, and implementation of new POCT devices or methods. Professional Development and Compliance
  • Maintains current Clinical Laboratory Scientist license.

QUALIFICATIONS
Licensing Requirements:
  • Current California Clinic Laboratory Scientist License
  • Required Work Experience:
  • 3 years' CLS experience
  • Required Skill Requirements:
  • Proficiency in the routine work of all laboratory departments is required; expanded knowledge and interest in one or more areas
