STATEMENT OF PURPOSE
Responsible for the capital equipment purchased and installed in the Hospital. Will make appropriate recommendations for repairs and replacements if needed based on ROI and regulatory requirements. Organizes and directs the proper preventive and corrective maintenance of all facilities including but not limited to building structures, electrical, mechanical, and emergency systems in hospital facilities through the effective and efficient use of labor, materials. Manages non-OSHPD projects for the Hospital. Maintains the Utility Management Program and the Fire Life and Safety Program as required by accreditation and regulatory standards for Hospital equipment and Hospital facilities. Maintains contact with CEO, COO and Hospital Directors, and supervisors, architects, engineers, and other staff personnel to facilitate the timely accomplishment of all projects and assignments. Performs duties, as necessary, as a member of the Hospital Infection Control Program, Hospital Safety Committee, Hospital Disaster Preparedness Committee, Hospital Survey Committee and other committees as directed by COO. Formulates and manages, and is responsible for the Hospital Plant Operations and Utility budgets. Performs other duties and responsibilities as assigned or directed by COO. _______________________________________________________________________________________________________
QUALIFICATIONS
Bachelor's degree in Engineering or equivalent with a minimum of 10 years' experience in the discipline and/or 10 years' experience in facilities management and maintenance. Minimum of 7 years' supervisory experience preferably in facilities services' operations to include preventative maintenance operations. Professional Engineer license or capability of obtaining a state license within 2 years preferred. _______________________________________________________________________________________________________
PHYSICAL DEMANDS
Prolonged, extensive, walking/standing. The physical activities of these positions involve balancing, pulling, repetitive movement, finger, lifting, pushing, stooping, grasping, carrying, and reaching. Required carrying or lifting weight within range of 75 to 100 lbs. All associates will use help when lifting a weight load greater than they can handle. _______________________________________________________________________________________________________

MAJOR TASKS, DUTIES AND RESPONSIBILITIES
(All duties listed below are essential to the job.) Hospital Wide Management Accountabilities
  • Manager's conduct conforms to the Management Principles, Mission, Vision, Values, and Code of Conduct of College Medical Center.
  • Provides timely and objective feedback on employee job performance before or within two weeks of performance evaluation due date; rewards exemplary behavior; administers performance improvement plans including disciplinary action as necessary.
  • Documents on-going staff meetings, orientation, and in-service training activities.
  • Effectively protects all health information from unauthorized access per HIPAA regulations and all applicable local and state laws.
  • Demonstrates compliance with all applicable standards of regulatory agencies by developing and maintaining policies, procedures, and criteria based job descriptions that comply with applicable regulatory and accreditation agencies.
  • Demonstrates the ability to forecast annual budgets for staffing and departmental needs; maintains department monthly expenditures; takes appropriate action to adjust accounts during the budgeted year; i.e. overages.
  • Demonstrates the ability to keep up with the demands of the position; delegates responsibilities appropriately.

  • Demonstrates an understanding of the Hospital's Fire/Disaster Safety Manual by knowing personal as well as departmental role in the case of a code; has oriented staff to such.
  • Functions with an awareness of patient safety issues and applies basic principles of safety as identified within the facility. Ensures that staff follows the occurrence reporting policy and procedure in reporting any potential safety issues.
  • Job Specific Accountabilities
  • Reads, understands and interprets blueprints, drawings, floor plans and schedules as they relate to electrical, mechanical, plumbing, HVAC equipment, building structures and finishes. Can manage Outlook Project software.
  • Reviews drawing and specifications submitted for renovation and construction to offer assistance in selection of building design, operating systems and equipment.
  • Inspects and verifies the satisfactory completion of all construction projects throughout Hospital facilities. Ensures that specifications for construction projects are met along with verification of all warranty work.
  • Oversees the timely repair and replacement of tools and equipment necessary for maintenance of elevators and facilities.
  • Evaluates preventative maintenance programs to ensure that proper procedures, frequencies, documentation, and quality levels are achieved. Assures that all equipment requiring preventive maintenance is included in the program.
  • Establishes procedures for material procurement and spare parts inventories according to crucial repair and replacement needs.
  • Performs routine and periodic evaluation and documentation of electrical, mechanical and emergency systems to ensure proper levels of operation and redundancy.
  • Assists in formulation of departmental goals and objectives and their implementation through appropriate policies and procedures.
  • Must have knowledge of various codes, procedures, etc., that apply to hospitals such as CIHQ (or other accreditation entity), NFPA 99, OSHPD, Title 22 and Title 24, etc.
  • Anticipates future manpower levels, labor costs, materials, tools, and equipment necessary to accomplish departmental goals and objectives.
  • Assists in the preparation and implementation and monitors departmental budgets according to current and future needs.
  • Coordinated the interviewing, selection, promotion, and evaluation of applicants and employees as required according to policy and procedure.
  • Performs the duties and responsibilities of other positions within the Facilities Department and skills and experiences permit.
  • Maintains compliance with all requirements of Federal State and local regulations and guidelines including the Civil Rights Act of 1964, as amended, the Age Discrimination in Employment Act of 1967, as amended, and the Americans with Disabilities Act, as amended.

Pay:
$150,000.00 - $175,000.00 per year
