Job Description
Overview:
The Administrator oversees all operations of a licensed 16‑bed Psychiatric Health Facility (PHF) in California. This role ensures the delivery of safe, trauma‑informed, and recovery‑oriented inpatient psychiatric care while maintaining full compliance with DHCS licensing requirements, Title 22 regulations, and the Lanterman‑Petris‑Short (LPS) Act. The administrator leads a multidisciplinary team in a high‑acuity, locked treatment environment serving both voluntary and involuntary patients. Restpadd will be opening a new PHF in Ukiah, California, offering a unique opportunity for staff to be part of the foundational team launching a brand-new facility. This is an exciting chance to help shape clinical practices, culture, and workflows from the ground up while working alongside a collaborative interdisciplinary team dedicated to dignity, safety, and recovery. We anticipate opening mid to late 2026. You must be willing to travel to the Redding/Red Bluff areas for training. 1. Leadership & Facility Operations Direct daily operations of a 16‑bed inpatient PHF, ensuring safe staffing levels and smooth clinical workflow across all shifts. Implement and update policies and procedures consistent with CCR Title 22, DHCS PHF regulations, and county contract requirements. Oversee admission and discharge processes, ensuring compliance with involuntary hold procedures (5150/5250) and patient rights. Maintain a therapeutic milieu appropriate for acute psychiatric stabilization in a small‑unit environment. Coordinate with county behavioral health departments, hospitals, law enforcement, and crisis services to support timely patient flow. 2. Regulatory Compliance Ensure full compliance with DHCS licensing standards for PHFs, including documentation, staffing ratios, and physical plant requirements. Maintain readiness for state surveys, audits, and accreditation reviews. Oversee reporting of unusual occurrences, sentinel events, and mandated notifications. Ensure adherence to California Health & Safety Code, Welfare & Institutions Code, and Medi‑Cal documentation standards. 3. Clinical Coordination & Quality of Care Partner with the Medical Director, Director of Nursing, and clinical supervisors to support evidence‑based psychiatric treatment. Monitor treatment planning, medication management processes, and interdisciplinary team coordination. Track key quality indicators such as restraint/seclusion use, readmission rates, and patient safety events. Promote trauma‑informed, culturally responsive care consistent with California's behavioral health equity standards. Support staff in managing high‑acuity patients within the constraints of a small, secure unit. 4. Financial & Resource Management Develop and manage the facility budget, ensuring efficient use of resources in a 16‑bed setting. Oversee Medi‑Cal billing compliance, cost reporting, and contract management with counties and health plans. Manage procurement, facility maintenance, and vendor relationships. Ensure adequate supplies, medications, and equipment to support 24/7 inpatient operations. 5. Human Resources & Staff Development Recruit, hire, and supervise staff across nursing, clinical, administrative, and support roles. Ensure all staff meet California training requirements, including crisis intervention, de‑escalation, cultural competency, and patient rights. Maintain staffing schedules that meet regulatory ratios and support safe patient care. Provide coaching, performance evaluations, and corrective action when needed. Foster a supportive, team‑oriented culture that reduces burnout in a high‑acuity environment. 6. Safety, Risk Management & Emergency Preparedness Oversee implementation of safety protocols, including ligature‑risk mitigation, contraband control, and emergency response procedures. Ensure compliance with Cal/OSHA, fire safety codes, and environmental health standards. Lead incident investigations and ensure timely follow‑up and documentation. Maintain disaster preparedness plans appropriate for a locked inpatient psychiatric facility. 7. Community & Interagency Relations Serve as the primary liaison with county behavioral health departments, DHCS, hospitals, law enforcement, and community partners. Participate in regional mental health meetings, interagency coordination efforts, and community outreach. Support continuity of care by strengthening relationships with outpatient providers, crisis teams, and step‑down programs. Qualifications Bachelor's degree in healthcare administration, nursing, psychology, social work, or related field (Master's preferred). Experience in inpatient psychiatric, behavioral health, or hospital administration, preferably within a PHF or similar acute setting. Strong knowledge of California mental health regulations, including Title 22, DHCS PHF requirements, and the LPS Act. Demonstrated leadership skills in a 24/7 inpatient environment. Ability to manage crises, lead multidisciplinary teams, and maintain composure in high‑acuity situations.Pay:
