The Clinical Supervisor provides administrative and clinical oversight of the multi-disciplinary Admissions team, ensuring individuals with severe and complex behavioral health and substance-related conditions receive timely access to appropriate services within the DMHAS system of care. Responsibilities include overseeing comprehensive clinical assessments, prioritizing admissions for individuals at the highest risk, coordinating discharge planning from state-operated psychiatric hospitals, and ensuring individuals are placed at the appropriate level of care. The role requires advanced clinical expertise and a strong knowledge of DMHAS-funded programs and community resources. Collaborating with clinical teams and community providers to support safe transitions to treatment services, develops and implements discharge plans for clients involved with the Psychiatric Security Review Board (PSRB), and provides consultation and training on evidence-based practices. In addition, the position leads agency committees related to DMHAS initiatives, supports outreach and engagement efforts to remove barriers to care, and oversees master's-level student internship placements to ensure compliance with training and professional standards.ABOUT US
DMHAS is the state agency responsible for providing a comprehensive system of behavioral health services for adults experiencing mental health and substance use conditions across Connecticut. DMHAS works to ensure accessible, recovery-oriented, and evidence-based care through community programs, state-operated services, and partnerships with local providers. The agency is committed to improving outcomes for individuals with severe and persistent behavioral health needs by coordinating services, promoting early access to care, and supporting safe transitions across levels of treatment. River Valley Services (RVS), a division of DMHAS, provides a broad range of behavioral health and substance use treatment services to adults in central Connecticut. RVS focuses on delivering person-centered, recovery-focused care through outpatient programs, community supports, and specialized services for individuals with complex behavioral health conditions. The agency collaborates closely with community providers, state-operated psychiatric hospitals, and other DMHAS programs to ensure individuals receive timely access to care, appropriate placement within the system of services, and safe transitions between hospital and community settings.Please note:

PURPOSE OF JOB CLASS
(NATURE OF WORK) In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.EXAMPLES OF DUTIES
Manages the staff and operations of a clinical program, discipline or specialized area; Coordinates, plans and manages program activities; Formulates program goals and objectives; Develops or assists in the development and implementation of related policy; Interprets and administers pertinent laws; Monitors and evaluates staff; Prepares or assists in preparation of program budget; Maintains contacts with individuals both within and outside of program who might impact on program activities; Ensures program compliance with standards established by outside monitoring agencies; Participates in grant and contract preparation and administration; Manages the recruitment, selection and retention of program staff; Ensures compliance with quality assurance findings and recommendations; Promotes cultural diversity in workplace and ensures client/individuals rights; Identifies and plans training and development needs; Analyzes problems at program level and takes appropriate action; Initiates workforce planning and monitors staff utilization to meet identified goals; Prepares or oversees preparation of reports; Investigates and responds to critical incidents; May represent program in grievances and hearings; May perform clinical duties; Performs related duties as required.KNOWLEDGE, SKILL AND ABILITY

Four (4) years of professional experience in behavioral health care and a Master's degree in a clinical discipline, public health administration, health care administration or hospital administration.MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional staff.NOTE:
For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.PREFERRED QUALIFICATIONS
Experience providing clinical and administrative supervision to a multi-disciplinary team that provides outpatient clinical services to people with complex behavioral health and substance-related conditions living in community-based settings. Experience in evidence-based practices to treat people with complex behavioral health and substance-related conditions. Experience related to the assessment and management of risk in a community-based setting and ability to develop and implement plans to mitigate risk factors. Experience in conducting and documenting comprehensive clinical assessments to identify diagnosis, provide psychosocial assessment and identify level of care for disposition.SPECIAL REQUIREMENTS
Department of Developmental Services:
Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.Department of Mental Health and Addiction Services:
