Clinical Leadership and Direct Service Provision Service Delivery:
Provides direct mental health services in a manner that is meticulously commensurate with the individual's professional credentials, advanced training, and depth of clinical experience. Program Oversight:
Leads planning, rigorous management, clinical supervision, and systematic coordination of all clinical services rendered by the mental health staff at the institutional level. Adherence to Standards:
Ensures that all clinical and consultation services are delivered in strict and uncompromising adherence to the Facility's internal policies and procedures, the established ethical and professional standards set forth by the American Psychological Association (APA), and the rigorous accreditation standards of the National Commission on Correctional Health Care (NCCHC) and the American Correctional Association (ACA), whenever those standards are applicable to the specific facility. Direct Clinical Care:
Actively engages in the performance of direct clinical services, serving as a role model and maintaining clinical competency. II. Staff Management, Training, and Administration Training Direction:
Exercises comprehensive oversight and providing decisive direction concerning all clinical or programmatic training initiatives extended by mental health staff to other facility personnel, including security and medical staff. Duty Assignment and Compliance:
Meticulously assigns specific duties and clinical responsibilities to mental health staff. These assignments must be strictly congruent with the staff member's formal position description, documented education, and verifiable professional experience. Responsible for the immediate notification of any staff incapacity to execute their assigned duties and responsibilities competently, ethically, and professionally to the Senior Vice President of Mental Health Services and the site Health Services Administrator. Administrative Execution:
Efficiently executes all necessary management and administrative functions under the direct guidance and collaboration of the Regional Mental Health Director or Vice President of Mental Health Services and the site Health Services Administrator. Representation and Collaboration:
Serves as the primary representative for mental health services to the facility's executive and administrative staff, actively facilitating robust interdepartmental cooperation essential for the seamless provision of effective mental health services. Confidentiality Management:
Maintains and enforces the confidentiality of all patient information in accordance with the Company Policy and Procedure, facility policy and procedure, the standards of the APA, NCCHC, and ACA (where applicable). Resource Allocation:
Strategically allocates staff resources within the mental health department to ensure that all institutional requirements for both clinical and consultative services are not only fulfilled but are done so in a timely, efficient, and thoroughly professional manner. Overall Clinical Supervision:
Provides overarching clinical supervision and direction to all mental health professionals to ensure unwavering compliance with The Company's health care policies and procedures, steadfast adherence to all relevant ethical and professional standards of care, and fidelity to the responsibilities/duties delineated in specific staff position descriptions and facility policy and procedures. Supervision Modalities:
Systematically addresses the diverse clinical supervision needs of the staff through a variety of modalities, including individual supervision sessions, small group supervision, peer consultation, formal case presentations, or other forms of structured peer supervision. Interdepartmental Communication:
Maintains open, clear, and consistent communication with institutional administrative, security, medical, and support staff to facilitate the optimal operation of mental health services and to proactively resolve complex or challenging situations. Performance Management:
Provides professional and constructive staff disciplinary counseling and conducts comprehensive performance evaluations, including the essential requirement for appropriate and timely documentation of all actions. Staff Meetings:
Convenes formal staff meetings as frequently as necessary, but mandatorily at least semi-monthly, to facilitate the timely and comprehensive dissemination of critical information and to openly discuss staff clinical or programmatic concerns. Staff Selection and Recruitment:
Actively conducts staff selection and recruitment processes to ensure the mental health team is comprised of qualified and suitable professionals. III. Program Development and Quality Assurance Treatment Planning Direction:
Provides comprehensive direction and expert supervision for all aspects of mental health treatment planning for patients under the program's care. Treatment Plan Review:
Systematically reviews, as clinically necessary, the individual treatment plans developed by mental health services staff to ensure quality and appropriateness. Treatment Coordination:
Effectively coordinates mental health treatment planning with other established treatment programs within the facility to ensure integrated care. Clinical Documentation Oversight:
Provides thorough oversight of mental health services staff's clinical documentation within the patient health record. This vital oversight includes conducting periodic chart reviews and implementing targeted in-service training for staff focused on best practices for mental health care documentation. Goal Implementation:
Develops and actively implements measurable goals and objectives for the clinical services provided, driving continuous quality improvement. Policy Development:
Actively assists in the development, refinement, and ongoing revision of policies and procedures to ensure comprehensive adherence to recognized professional and accreditation standards. Supply and Inventory:
Coordinates with the Health Services Administrator for the efficient procurement of necessary supplies for the mental health department and diligently ensuring that inventory is maintained at an appropriate, functional level. IV. Crisis Management and Review Crisis Intervention Oversight:
In close collaboration with the site Psychiatrist, provides the necessary clinical oversight of all crisis intervention services delivered within the facility. Mandatory Crisis Notification:
Immediately notifies the Senior Vice President of Mental Health Services of any occurrences involving a significant clinical crisis, all serious suicide attempts, and any completed suicides. Intervention Review and Correction:
Diligently reviews any inadequacies or service gaps identified in crisis intervention services and implementing immediate, necessary corrective steps to prevent recurrence. Timely Clinical Notification:
Provides timely notification to the appropriate supervisory personnel of any clinical concerns that may have a significant impact on an individual patient's well-being or on the integrity and operation of the overall mental health services program. On-Call System Development:
Develops and maintains a robust system, as explicitly mandated by the facility's contract, which provides accessible, 24-hour on-call mental health consultation services for institution staff working with patients who require immediate crisis intervention assistance. Crisis Consultation and Reporting:
Provides expert clinical consultation to staff, offering direct crisis intervention when necessary, and informing the Regional Mental Health Director or Corporate Director of Mental Health Services of all serious incidents involving crisis intervention issues. 24-Hour Crisis Participation:
May be required to arrange and/or actively participate in a systemic rotation of 24-hour crisis intervention services coverage. V. Patient Transfer and Reporting Transfer Review:
Reviews patient transfers into the Facility for clinical appropriateness and necessity, as stipulated by Policy and Procedure and as directed by the Regional Mental Health Director or Vice President of Mental Health Services. This includes informing the Regional Mental Health Director or Corporate Director of Mental Health Services of potential transfer candidates to other specialized correctional mental health facilities or appropriate community mental health facilities. Service Report Review:
Reviews all Clinical Service Reports prepared by mental health staff in response to approved official requests from institutional staff, State Parole Boards, and other appropriate external agencies. Report Quality Assurance:
Ensures that all reports are completed in a timely, professional, and comprehensive manner. This also ensures that reports integrate the appropriate administration and interpretation of psychological assessment techniques when necessary, and that such assessments fall strictly within the purview of the staff member's educational background and professional experience. VI. Professional and Facility Compliance Employee Standards Adherence:
Complies fully with all employee standards established by the Facility. This compliance encompasses, but is not limited to, maintaining a professional and orderly working environment and a personal appearance consistent with professional responsibilities, proactively fostering harmonious working relationships with all colleagues, and providing timely and appropriate notification to supervisory personnel of any absences from the institution. Performs other duties as assigned to support FCH's goals, objectives and values. Knowledge, Skills, Abilities and Competencies Knowledge of behavioral health and mental health treatment and best practices. Knowledge of applicable federal, state, and local laws, regulations and accreditation standards. Knowledge and expertise in crisis intervention, and the diagnosis and treatment of individuals with psychological disorders and psychiatric distress. Proven leadership ability to direct effective mental health services and to motivate and develop staff towards excellence in their work. Strong attention to detail, follow-up and timely completion of assigned tasks. Strong written and oral communication skills. Demonstrates outstanding judgment, sensitivity and high discretion. Ability to travel in between various work sites. Ability to balance competing demands and maintain positive, collaborative working relationships with leadership, staff, patients, the public and external partners. Ability to take initiative, while being proactive and independent. Ability to handle difficult and stressful situations effectively and calmly. Possess strong judgment, discretion, high level of confidentiality, flexibility and integrity. Proficiency in Electronic Health Records (EHR) and documentation practices. Minimum Education and/or Experience Qualifications Master's or higher degree in Clinical Psychology, Counseling Psychology, Social Work (MSW), or a closely related behavioral health field from an accredited college or university Ten (10) or more years of progressively responsible post-graduate experience in mental/behavioral healthcare is required, with a preference for experience within a multi-site and high acuity setting. Seven (7) or more years of dedicated management or supervisory experience, demonstrating the ability to lead and manage clinical staff and programs OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Required Certifications and Licenses Must have and maintain current clinical license (Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPC) or equivalent within the State of Georgia Must have and maintain a current BLS Certification Preferred Qualifications Experience working in a correctional facility, jail or secure forensic setting Special Requirements:

The Regional Mental Health Director is responsible for the comprehensive clinical and administrative stewardship of the entire Mental Health program and its associated personnel within the institutional setting and across all sites within the region. This critical leadership role will also offer clinical and procedural consultation pertaining to all facets of the mental health program's operation and strategy. This position will report directly to the Vice President of Mental Health Services.
