Job Description
DESCRIPTION
This is managerial and supervisory work of moderate complexity that involves managing a substantial behavioral healthcare program or a clinic where an array of services are provided. The employee is responsible to ensure that services meet applicable professional, contractual, legal and regulatory requirements. Work involves the supervision of professional and non professional staff that counsel and assist individuals and families, ensuring that client needs, program goals, and contract objectives are effectively achieved. Work may also involve providing direct care services that include client assessment, developing treatment/rehabilitation plans, conducting individual and group counseling and applying various therapeutic interventions. The employee is expected to work independently and exercise considerable professional initiative and judgment. Work is under the general review of an administrative superior, leaving considerable latitude for independent judgment and discretion in accordance with agency policies.EXAMPLES OF WORK
Work may include but is not limited to the following examples: Manages an assigned clinical program of moderate complexity; or responsible for the day-to-day operation of a satellite office where an array of behavioral healthcare or health services are provided. Monitors service delivery to ensure that professional standards are maintained and services are delivered in accordance with contractual, legal, regulatory, certification and agency policy requirements. Selects, trains, directs, assigns, reviews, evaluates, and schedules the work of professional and non professional staff to ensure that program and services are provided in efficient and effective manner. Directly observes staff providing services; reviews records ensuring that professional standards are applied and certification and contractual requirements are achieved; handles complaints and grievances and assists staff in professional development. May manage a satellite office operation with responsibility for overall day-to-day operations: office scheduling and support activities, facility maintenance and safety, purchasing, record-keeping, MIS, etc. May provide direct clinical services, (i.e., screening, assessment, developing treatment/rehabilitation plans, conducting individual and group counseling, applying various therapeutic interventions, and admission-discharge planning), by using collaborative documentation. Must be able to facilitate and manage crisis situations. Must be able to help cover crisis access services, when needed. Must be able to use the agency electronic medical record program for all documentation. Is required to use collaborative documentation. Represents and/or serves as a liaison for the assigned area of responsibility; maintains appropriate level of communication, cooperates with, and responds appropriately to concerns, interests, and needs of public, government representatives, contractors, and community organizations. Participates in quality improvement process, administrative meetings, team meetings, in service training, client staffing and case reviews. Prepares reports of program activities, special incidents, and as required. Performs other related work as assigned.EXAMPLES OF KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of principles and practices of treatment related to rehabilitation of clients, as applicable to the behavioral healthcare program. Considerable knowledge of the requirements of applicable laws, regulations, standards and certification requirements pertaining to assigned behavioral healthcare program. Considerable knowledge of individual behavior and group dynamics and intervention strategies. Knowledge of managerial and supervisory techniques and practices. Working knowledge of crisis intervention theory and practice and the ability to make decisions and direct staff in crisis situations. Some knowledge of community resources used in the provision of services. Skill in clinical assessment, problem solving and decision making including crisis intervention. Skill in identifying and resolving managerial problems such as work assignments, employee relations, employment development, and morale. Ability to read, comprehend, write, and speak in the English language. Ability to effectively manage programs or services to achieve positive client outcomes. Ability to work harmoniously with employees, applicants, recipients, contractual and other agencies, and the general public. Ability to plan, assign, coordinate and evaluate the work of professional and non professional staff and to instruct them in work performance. Ability to act decisively when necessary to protect clients and assist with clients' immediate needs to resolve safety issues. Ability to handle confidential information appropriately and following the federal, state, and agency guidelines. Ability to recognize potential ethical problems and address in ethical manner. Ability to express ideas clearly and to interpret laws and regulations. Ability to plan and organize working time effectively. Ability to perform with autonomy or with minimum direction.EXPERIENCE AND EDUCATION QUALIFICATIONS
The following education and experience qualifications are the minimum requirement used to admit or reject applicants for consideration. Must have a Masters in Social work, Psychology, mental health counseling or a closely related field. Two (2) years of professional experience in mental health services, social services, counseling services, or related area.
