JOB SUMMARY
The Residential Clinical Director oversees the clinical functions of the facility, including clinical management, clinical policies and procedures, medical records, patient care information systems, quality management, staff credentialing, and billing operations.
QUALIFICATIONS
- One (1) year of full-time work experience in a community program that serves clients who have a mental illness. Such experience must be in the direct provision of services to clients, of which four (4) months must be in a position of supervising direct care staff.
- Residential Clinical Directors and all direct care staff of social rehabilitation programs as of the date that this section is adopted shall be considered as meeting all the requirements of this section until two (2) years after the effective date of this section, at which time the requirements of this section shall be met in full.
- The Residential Clinical Director must provide and document a specific plan of supervision and at least 20 hours of in-service training per year for the employee to ensure the ongoing qualifications of the individual to perform the job.
- Thorough knowledge of management principles, clinical systems and operations, billing and collections, quality assurance, and regulatory/accreditation agency requirements.
- Must have criminal background clearance
- Must have completed TB test, CPR/First Aid certification, and health screening.
PREFERRED QUALIFICATIONS
- Master's level degree and licensed by the Board of Behavioral Sciences.
- Two years of experience in a behavioral healthcare field and supervision in a residential or hospital setting.
ESSENTIAL DUTIES & RESPONSIBILITIES
- The Residential Clinical Director be on the facility premises for the number of hours necessary to manage and administer the program component of the facility in compliance with applicable laws and regulations. When the Residential Clinical Director is temporarily absent from the facility, there shall be coverage by a substitute program director designated in writing by the licensee.
- If the absence is for more than 14 consecutive calendar days, excluding emergency leave, sick leave, or vacation of the Residential Clinical Director, the designated substitute shall meet the qualifications of a Residential Clinical Director set forth by the Department of Health Care Services.
- Ensures communication with the licensee concerning the operation of the facility.
- Ensures provision of the services identified in each client's individual needs and services plan.
- Makes arrangements for clients to attend available community programs, when clients have needs, identified in the needs and services plan, which cannot be met by the facility but can be met by community programs.
Such arrangements shall include, but not be limited to, arranging for transportation.
Note:
This requirement does not exempt the licensee from providing transportation when public transportation is not practical or when the client is unable to use public transit.
- Facilitates development of an employee work schedule as required in Section 81066(a).
- Provides provision of staff support to clients in the planning, preparing and serving of meals.
- If clients are unable to plan, prepare, and serve meals, the clinical director shall initiate and carry out the program plan.
- Provides provision of staff support to clients in performing facility maintenance and/or cleaning activities as designated in the client's treatment/rehabilitation plan.
- If clients are unable to perform facility maintenance and/or cleaning activities, the clinical director shall initiate and carry out the plan developed.
- Oversees clinical admission, including admission assessment and preliminary treatment plan.
- Intervenes as needed, clinically with clients in situations such as crisis debriefing, crisis intervention, AMA risk, and special needs.
- On call 24/7 for clinical emergencies and consultations.
- Oversees the timely completion of psychosocial assessments, clinical admission notes, and master treatment plans for new admissions.
- Provides group therapy and covers caseload for dual diagnosis clients.
- Provides psychological services as needed and is responsible for the provision of appropriate services for dual diagnosis clients.
- Coordinates the family therapy program.
- Provides information necessary to facilitate third-party reimbursement.
- Provides clinical and administrative supervision to direct reports.
- Facilitates weekly treatment planning meetings, group clinical supervision meetings, and counselor/program staff meetings. Facilitates and develops a line of communication to ensure efficient interdepartmental communication.
- Reviews client records for quality of treatment documentation and planning.
- Reviews staff communication and shift logs for treatment implications.
- Coordinates with Facility Administrator or designee, and other team members, to monitor and ensure compliance with State licensing and regulatory standards.
- Provides and facilitates quality assessment and improvement training, and staff development for direct reports.
- In partnership with the Administrator or designee develops, coordinates, and maintains clinical program policies and procedures and modifies as necessary overall program parameters.
- Participates in quality assurance and utilization review activities as directed by the Facility Administrator.
- Informs Facility Administrator of issues relating to staff issues.
