As an Associate Regional Administrator, you will can lead the future of behavioral healthcare in a high-impact leadership role overseeing quality improvement, compliance, privacy, risk management, and strategic planning. Responsibilities Supervise the Quality Improvement Program Oversee overall framework for performance and outcome measures that allows for accurate, reliable information reporting within the Agency and the provider network Supervise the development of policies, procedures, protocols and guidelines to ensure the behavioral healthcare services provided by the agency comply with all applicable federal, state and local regulations, including HIPAA, and meet or exceed accreditation standards and other standards of best practice Assess, design, implement, and evaluate policies and programs Oversee technical assistance and training to all of the organization's departments and service providers in developing and implementing related policies, practices and protocols, goal development, performance measurement methodology, and quality improvement initiatives Monitor quality committees and assigned committee functions Oversee system to ensure quality of consumer records Analyze data and develop related reports Present Agency and program data and outcomes to various stakeholders Participates in community workgroup efforts and collaborations Update staff to quality initiatives and program changes Direct the Corporate Compliance and Risk Management Program Develop and implement policies, procedures, and guidelines to prevent illegal, unethical, or improper conduct and fraud, waste, and abuse of funds Respond to and investigate alleged violations of rules, regulations, and policies Investigate consumer concerns and grievances and follows up with a resolution Monitor compliance activities of other departments to remain abreast of the status of all compliance activities Identify potential areas of vulnerability and risk Monitor incident reporting and consult with the Agency attorney as needed Reports compliance concerns to the Regional Governing Board Direct the Privacy Program Oversee all ongoing activities related to the development, implementation, and adherence to privacy and access to consumer records in accordance with federal and state laws Provide staff education related to privacy and access to records Ensure consumer rights related to privacy and access Investigate and track incidents and breaches Promulgates administrative policies and procedures necessary to carry out the provisions of Federal and state laws, rules, and regulations Assist with the development of auditing and monitoring policies and procedures to ensure organization accountability. Assist with maintenance of the organization's policies and procedures and oversight of review and revision processes Provide oversight of planning activities for the development of long-range and strategic regional plans Assists with the development of the organization's budgets that are responsive to annual appropriations, Governing Board policies, and state agency directives Provide supervisory oversight regarding all agency personnel matters including hiring, terminating, disciplinary actions, performance reviews, compensation recommendations, new hire orientation, training etc. Responsible for the organization's public relations, website, social media and marketing plans Oversee community planning activities for the development of long-range and strategic regional plans Attend Regional Governing Board Meetings, Advisory Committee Meetings, program meetings, provider meetings, community meetings and serves as the organization's liaison to these various groups Work collaboratively and strategically with the leadership team members to advance the values and mission of the organization Requirements Master's Degree in behavioral services, public administration, management or a related field required A minimum of five years' experience in public or private sector human service organization with three years in an administrative area required Extensive knowledge of the mental health and substance abuse fields and current theories and practices regarding system development and management preferred Expertise in fund accounting, cost accounting, auditing, budgeting, financial forecasting and financial management principles and procedures. Familiarity with non-profit agencies, governing boards, federal and state laws, rules and regulations Comprehensive understanding of industry procedures, standards, systems, resources, practices, service options and resources Knowledge of program and project management including outcomes, quality assurance, and satisfaction measurement and interpretation Working knowledge of national accreditation regulatory standards related to Agency programs Previous experience in quality improvement, process improvement, or total quality measurement Strong interpersonal skills with the ability to establish and maintain working relationships with advisory committees, task forces, providers, consumer organizations and state agency representatives on system-wide issues and concerns Proven skill in the use of time management, organizational leadership, and supervisory skills Strong analytical skills with ability to interpret budgets, financial reports, and statistical data Proficiency in Microsoft Office applications Ability to remain seated and perform computer-based work for extended periods. Frequent use of computers and related technology, including keyboarding, data entry, and prolonged screen viewing
