At West Central Behavioral Health, we're looking for a Vice President of Health Information Systems who sees the EHR not as a system to manage but as the backbone of care delivery: someone who can govern how information moves through an organization, protect the people whose information it is, and build the infrastructure that lets clinicians focus on what they do best. This is a role for a strategist who is equally comfortable in a compliance audit and a leadership team meeting — someone who brings compliance rigor, fluency in CCBHC reporting requirements, and the executive presence to translate health information governance into organizational decision-making. The VP of Health Information Systems provides strategic and operational leadership over EHR administration, medical records management, clinical documentation integrity, release of information, data reporting, quality assurance, and regulatory compliance. This position sits on the executive leadership team, reports directly to the CEO, and directly supervises the Director of Information Technologies and the Director of Quality Improvement and Compliance. Responsibilities (partial list): Provides strategic and operational leadership over the agency's health information functions, serving as a member of the executive leadership team reporting directly to the CEO Directly supervises the Director of Information Technologies and the Director of Quality Improvement and Compliance Serves as the agency's primary EHR system administrator, managing configuration, user access, security, and vendor coordination Serves as HIPAA Privacy Officer or works in close coordination with the designated Privacy Officer to investigate and respond to potential breaches and compliance concerns Leads or supports internal and external audits, including CCBHC quality measures, He-M regulatory reviews, and payer audits Develops and implements a clinical documentation improvement program supporting accurate reimbursement under the
CCBHC PPS
model Oversees facility-level technology infrastructure and building systems in coordination with IT and facilities leadership Partners with clinical and quality leadership to develop and maintain a comprehensive Quality Assurance and Improvement Plan Coordinates with billing and finance teams to ensure clinical documentation supports accurate claims submission and revenue cycle integrity Proactively monitors regulatory changes across
HIPAA, 42 CFR
Part 2, He-M, and CMS requirements and recommends policy updates to ensure continued compliance
Education:
Bachelor's degree in Health Information Management, Health Informatics, Healthcare Administration, or a related field required; Master's degree preferred
Experience:
Minimum of 5 years of progressive experience in health information management, with at least 2 years in a supervisory or leadership capacity. Experience in a behavioral health, community health, or human services environment.
Required Skills:
Comprehensive knowledge of health information management principles, including medical records administration, coding systems, clinical documentation, and release of information procedures. Thorough understanding of HIPAA Privacy and Security Rules, 42 CFR Part 2, and federal and state regulations governing health information in behavioral health settings. Demonstrated experience administering or overseeing an electronic health record system, including configuration, user management, reporting, and vendor coordination. Strong analytical skills with the ability to use health information data to support compliance reporting, quality improvement, and executive decision-making. Excellent organizational, communication, and interpersonal skills with the ability to work effectively across clinical, administrative, and executive functions. Ability to manage multiple priorities in a fast-paced environment, exercise sound judgment, and maintain a high level of accuracy and attention to detail. Proficiency with Microsoft Office applications and comfort with health information technology platforms.
Preferred Skills:
Certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT). Knowledge of and experience with EHR platforms used in community behavioral health settings. Familiarity with CCBHC designation requirements and associated quality reporting and documentation obligations. Familiarity with FQHC operational and compliance requirements and/or NCQA Patient-Centered Medical Home (PCMH) recognition standards. Experience with He-M regulatory requirements as they relate to clinical records and health information. Experience supporting or operating within a DHHS-contracted organization. Knowledge of clinical coding systems (ICD-10, CPT, DSM-5) as applied in behavioral health. Project management certification (e.g., Lean Six Sigma, PMP, or equivalent) preferred.
