Job Description
At Cascade Health, our mission is to provide compassionate, high-quality behavioral health services that help individuals, families, and workplaces thrive. We're seeking an experienced Counseling & EAP Manager to lead, grow, and strengthen our Counseling and Employee Assistance Program (EAP) services across the community. This role is ideal for a licensed clinician who enjoys strategic leadership, relationship-building, and program development—while remaining connected to clinical care. The Role Reporting to the CEO, the Manager oversees all Counseling & EAP operations, including program development, budgeting, compliance, marketing, and staff leadership. You'll serve as the primary liaison with EAP companies, client organizations, payers, and community partners, while ensuring high-quality, ethical, and compliant service delivery. Key Responsibilities Lead and grow Counseling & EAP services, including market analysis, forecasting, and service development Promote EAP services to local business and industry and expand payer mix (commercial, Medicare, Medicaid) Manage departmental budget and ensure cost-effective operations Recruit, supervise, and develop counseling and support staff Maintain contracts and relationships with EAP vendors and client companies Ensure compliance with OHA, COA, HIPAA, and applicable insurance regulations Oversee quality assurance, reporting, and continuous improvement Provide therapy, consultation, trainings, and crisis response services as needed Coordinate 24/7 crisis intervention and critical incident response Write proposals, contracts, and client reports while protecting confidentiality Required Qualifications PhD or Master's degree in Social Work, Counseling, Psychology, MFT, or related field Current Oregon clinical licensure Minimum 3 years of administrative and supervisory experience Strong background in mental health assessment and short-term treatment Experience leading clinicians serving commercial insurance and Medicare/Medicaid populations Preferred Experience Knowledge of Employee Assistance Programs (EAPs) Registered Clinical Supervisor in Oregon Experience in substance use treatment Marketing, sales, or proposal writing experience Why Cascade Health?
