JOB DESCRIPTION
Clinical Director Mental Health Rehabilitative (MHR) & Targeted Case Management (TCM) Services
  • Houston, TX Position Title Clinical Director Reports To Chief Executive Officer (CEO) Supervises QMHP-CS staff, Community Support Services Providers (CSSPs), Peer Providers FLSA Status Exempt, Full-Time Work Location Hybrid — Houston office with regular community/field presence Compensation $42000-50000 ( bonus's as company budget grows, commensurate with licensure and experience Position Summary The Clinical Director provides clinical leadership and oversight for all Mental Health Rehabilitative (MHR) and Mental Health Targeted Case Management (MHTCM) services delivered by United Human Services.
This role ensures full compliance with 26 TAC Chapter 306 (Subchapter F), 26 TAC Chapter 301 (Subchapter G), the Texas Medicaid Provider Procedures Manual (TMPPM), UMCM Chapter 15.3 training requirements, and Texas Resilience and Recovery (TRR) Utilization Management Guidelines. The Clinical Director safeguards quality of care, supervision integrity, and documentation standards that support medical necessity for all billed services. Work Location This is a hybrid position based at the United Human Services office at 6201 Bonhomme Road, Houston, TX 77036, with regular community and field presence required for fidelity checks, observed supervision, staff shadowing, on-site audits, and in-person training. Remote work is permitted for documentation review, chart audits, utilization review, telehealth-eligible clinical activities, and clinical supervision sessions, as approved by the CEO. Essential Duties — Clinical Supervision & Oversight (26 TAC §306.307) Develop, implement, and enforce written policies and procedures for the supervision and oversight of all staff providing MHR services.
  • Maintain the required supervision structure: CSSPs clinically supervised by a QMHP-CS; QMHP-CS staff supervised by another QMHP-CS; supervising QMHP-CS staff clinically supervised by an LPHA; peer providers under direct LPHA clinical supervision.
  • Ensure all supervising staff possess experience in providing rehabilitative services and training in supervising rehabilitative services.
  • Provide and document regular clinical supervision sessions, including case consultation and fidelity to evidence-based curricula. Essential Duties — Assessment & Medical Necessity Oversee eligibility screening by a QMHP-CS or LPHA using the uniform assessment (CANS/ANSA) in CMBHS.
  • Ensure LPHA diagnosis determination includes a clinical interview conducted in person or via telehealth, and that the LPHA reviews the recommended Level of Care (LOC) and verifies medical necessity.
  • Oversee LOC deviation requests when a different level of care is clinically indicated, per TRR Utilization Management Guidelines.
  • Ensure prior authorization requests align with the recommended LOC and each MCO's requirements (Superior, TCHP, Molina, and other contracted plans).
Essential Duties — Training & Credentialing Compliance Ensure all staff delivering or supervising
MHR/MHTCM
services complete UMCM Chapter 15.3 required trainings before service delivery.
  • Verify and track current CANS (children) and ANSA (adult) certification through TCOM/Praed Foundation training for all clinical and supervisory staff, renewed annually.
  • Maintain personnel files evidencing credentials, supervision logs, and training completion for audit readiness. Essential Duties — Quality, Documentation & Utilization Review Review treatment plans, recovery plans, and progress notes to ensure documentation supports each service billed, protecting against retrospective review and recoupment.
  • Conduct routine chart audits and lead corrective action plans for clinical staff.
  • Oversee crisis protocols, including 24-hour LPHA consultation availability and emergency care coordination.
  • Participate in MCO audits, post-payment reviews, and quality improvement initiatives. Minimum Qualifications Qualifies as a QMHP-CS at minimum: bachelor's degree in psychology, social work, counseling, nursing, or a related behavioral health field, with required MHR experience.
  • LPHA licensure strongly preferred (LPC, LCSW, LMFT, licensed psychologist, or APRN).
  • Current CANS and/or ANSA certification (or ability to obtain prior to start).
  • Minimum two (2) years of experience in Texas Medicaid community mental health, including supervisory experience in rehabilitative services.
  • Working knowledge of
CMBHS, TRR UM
Guidelines, TMPPM, and MCO prior authorization processes.
