PRIMARY DUTIES AND RESPONSIBILITIES
Under the supervision of the DDSP1, the incumbent will be responsible for the coordination of Capital District DDSO's Medical Records program. The Health Information Management Administrator 1 will manage the day-to-day operations of both the paper and Electronic Heath Records. The HIMA 1 will plan, implement, and maintain systems for acquiring and preserving individuals' medical records.- As a Health Information Management Administrator 1, the incumbent will analyze diagnostic and therapeutic records of medical cases and plan and implement a system for acquiring and maintaining individual records.
- The Health Information Management Administrator 1 will train and supervise subordinate staff in the medical records department and may also act as assistant to higher level administrators.
- Prepare a Standard Operating Procedure for records management and train the field in all applicable NYS records retention schedules.
- Train field staff on proper purging, sorting, filing, labeling, record retention and sending of Individuals clinical/ medical records.
- Work with Administration to establish an effective storage and retrieval system for all records.
- Monitors changes in legislation that affect Health Information Management;
- Serves as internal consultant on HIM issues.
- Maintain legal files.
- Supervise and train staff in the HIM unit.
- May require travel within the Capital Region.
- Maintain records from voluntary providers and clinics that have closed.
- Other responsibilities include: Record Confidentiality/Safeguarding/Document Recovery.

Current certification by the American Health Information Management Association as a Registered Health Information Administrator (RHIA) or Registered Health Information Management Technician with two years of post-college experience.Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Additional CommentsThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. At a future date (within one year of permanent appointment), employees hired underNY HELPS
are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.- If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
- The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
