Job Description

Job Overview We are seeking an experienced Healthcare Interoperability Solution Architect / Project Manager to lead the implementation and support of CMS Interoperability and Patient Access solutions for a large government healthcare program. The ideal candidate will have strong expertise in FHIR APIs, SMART on FHIR, healthcare interoperability standards, cloud-hosted API platforms, and healthcare compliance requirements. This role will support the implementation of Patient Access API, Provider Access API, and Payer-to-Payer API solutions in compliance with CMS interoperability regulations. Key Responsibilities Interoperability & API Implementation Design, implement, and support CMS-compliant interoperability solutions. Develop and manage cloud-hosted
FHIR API
platforms supporting FHIR R4 (4.0.1 or higher). Implement Patient Access API, Provider Access API, and Payer-to-Payer API solutions. Ensure compliance with CMS-9115-F and
CMS-0057-F
regulations. Support SMART on FHIR authorization framework and OAuth 2.0/OpenID Connect integrations. Integrate claims, encounters, clinical data, and drug formulary data using
CARIN IG, US
Core IG, and Da Vinci IG standards. Maintain API documentation and developer onboarding resources. Project Management Develop and manage project plans, timelines, milestones, and deliverables. Coordinate with stakeholders, technical teams, and business units. Lead requirement gathering sessions and maintain Requirement Traceability Matrix (RTM). Manage risks, issues, change requests, and project communications. Oversee system integration testing, user acceptance testing, and go-live activities. Security & Compliance Ensure data security, identity management, and consent management processes are implemented. Conduct security reviews and risk assessments for third-party applications. Support member consent tracking and secure third-party data access. Ensure ongoing compliance with federal and state healthcare regulations. Support & Maintenance Provide ongoing system maintenance and technical support. Monitor system performance and maintain 99.9% availability. Support incident management, troubleshooting, and enhancement tracking. Provide training materials, webinars, and end-user support documentation. Required Qualifications Bachelor's degree in Computer Science, Healthcare Informatics, Information Systems, or related field. 7+ years of experience in healthcare interoperability projects.
Strong experience with:
HL7 FHIR R4 SMART
on FHIR OAuth 2.0 and OpenID Connect Healthcare APIs and cloud-hosted platforms CMS interoperability mandates Healthcare data exchange standards Experience working with Medicaid, Medicare, or healthcare payer systems. Strong project management and stakeholder communication skills. Experience with API security, consent management, and identity verification. Ability to manage multiple workstreams in a fast-paced environment. Preferred Qualifications PMP Certification preferred. Experience with
CARIN IG, US
Core IG, and Da Vinci Implementation Guides. Experience supporting government healthcare programs. Familiarity with healthcare data warehouses and portal integrations. Experience leading enterprise-scale interoperability implementations.
Additional Information Contract duration:
12 months with potential extension options. Approximately 25% onsite travel may be required. Competitive hourly rates based on experience.
