NYC Treat to Quit is a program of Public Health Solutions (PHS) and primarily funded by the New York State Department of Health (NYSDOH). The mission of NYC Treat to Quit is to advance health equity by strengthening medical and behavioral health systems, expanding access to evidence-based tobacco dependence treatment, and empowering communities disproportionately impacted by tobacco-related harm. Specifically, the objectives of PHS s current five-year contract with NYSDOH are to 1) directly advance health equity by reducing tobacco-related health disparities and inequities in the catchment area 2) work with medical and behavioral health systems to adopt the Clinical Practice Guideline for Treating Tobacco Use and Dependence (Public Health Service(PHS) Guideline) 3) enable grantees to become well-versed in the most up-to-date medication treatment protocols for TUD 4) educate and advocate for local and state laws, regulations and voluntary policies to reduce tobacco exposure 5) support statewide efforts on data collection, research development and distribution of resources to enhance public awareness, engagement and action on tobacco use, e-cigarettes and cessation. Summary of Position:
NYC Treat to Quit at Public Health Solutions seeks a Senior Manager, Health Systems who will oversee the partnerships and engagements with healthcare and behavioral health organizations to advance evidence-based tobacco use dependence treatment, reduce health disparities and provide access to cessation services within the clinical and community settings. They will coordinate the implementation of health systems interventions, assist entities in data-driven decision making and ensure the program aligns with state and organizational best practices. The Senior Health Systems Manager will work closely with the NYC Treat to Quit staff and will report to the Program Director. This is a grant-funded position ending April 30, 2031. Specifically, the Senior Manager, Health Systems will: Understand and implement the NYS Department of Health Tobacco Control Program s strategic plan as well as support the development and implementation of PHS tobacco control strategic plan Lead the engagement with health care and behavioral health entities and partners and provide other support, including but not limited to Community Health Centers (CHCs), Federally Qualified Health Centers (FQHCs), NYS Lesbian, Gay, Bisexual, Transgender (LGBTQIA+) Health & Human Services Network and systems that serve people with serious mental illness and/or substance use disorder and other health care provider organizations Help identify health systems policies and workflows that support the implementation and adoption of evidence-based tobacco treatment protocols, including screening, brief intervention and referral processes Ensure participating health entities meet the NYSDOH health systems standards and reporting requirements by supporting documentation, implementation tracking, quality assurance processes and timely submission of required data Provide technical assistance to support the integration of equitable tobacco cessation services by assisting health systems in embedding best practices into clinical workflows, strengthening referral pathways and improving access to culturally responsive cessation resources for priority populations Team Development and Guidance Support the Program Director in the development of team training materials, guidance documents, tools and implementation resources to support staff and partner activities Provide ongoing guidance, coordination and technical direction to NYC Treat to Quit staff to support achievement of region-specific work plan deliverables and ensure consistency in implementation across activities Collaborate with the program team to design, develop and refine training tools, technical assistance resources and instructional materials for healthcare systems and providers ensuring alignment with program goals and implementation needs Coordinate with the Health System Statewide grantee to align and support local health system engagement activities, ensure consistency in approach and support shared priorities and deliverables across initiatives Health Systems Partnerships and Stakeholder Engagement Represent the program at state meetings, partner convenings, stakeholder workgroups, and cross-sector collaboration activities involving healthcare systems, behavioral health providers, healthcare partners and public health organizations Participate in hospital and provider-based initiatives, clinical trainings, grand rounds, and partner-led activities to support tobacco cessation awareness, patient education, and integration of cessation services within healthcare settings Utilize traditional and digital communication channels to engage clinical leadership, healthcare organizations, policy makers and key stakeholders including development and dissemination of educational materials, presentations and written communications such as newsletters, newspaper articles and opinion editorials Ensure that outcome measures of the work plan area are achieved, report on activities and outcomes accurately and in a timely fashion and implement corrective actions when required When appropriate, meet with and engage NYC elected officials and other policy stakeholders throughout the year to support program visibility, alignment, and tobacco control priorities Data and Reporting Collaborate with the PHS data and evaluation team to monitor program progress, analyze outcomes, and track key performance indicators related to tobacco screening, referrals and cessation services across participating health systems Prepare quarterly and annual evaluation reports that include analysis of program reach, health disparities, implementation progress and recommendations for continuous quality improvement and systems enhancement Maintain accurate and timely documentation of all program activities and outcomes, ensuring compliance with state and organizational reporting requirements, including submission through NYSDOH reporting systems and internal data tracking programs Utilize program data to identify implementation gaps and opportunities for improvement, to support continuous quality improvement and strengthen tobacco cessation service delivery across health systems State Coordination and Responsibilities Attend and participate in mandatory local, regional, and state meetings and trainings. Anticipated 7 times per contract year Actively participate in state program workgroup meetings Along with team members, develop a robust health systems engagement strategy that aligns with organizational goals Participate in the yearly data collection project assigned by the state program Remain current on tobacco control issues and all other duties as assigned Qualification and Experience:
Bachelor s degree or higher in a related field. At least 4 years of experience working at the intersection of health care and public health, interacting with leaders and decision-makers. Demonstrated experience with policy and community health systems interventions, health systems engagement and partnership building Knowledge of tobacco cessation best practices, treatment approaches and emerging tobacco control issues strongly preferred Excellent oral and written communication and interpersonal skills. Excellent computer skills. Ability to establish positive connections and on-going communication with clinical leadership and policy stakeholders, including through the development and facilitation of interactive discussions and workshops. Experience supervising or supporting project teams, offering guidance and ensuring consistent implementation of program and health systems protocols. Capacity to provide constructive feedback, set expectations, and support team members in meeting project deliverables and maintain performance excellence. Desired skills in training and organizing engagement initiatives to strengthen partnerships with healthcare systems, clinical providers, and institutional entities, fostering collaboration, coordination, and effective program implementation. Ability to engage with healthcare partners during non-traditional work times which can include evenings, weekends, and willingness to have a flexible schedule. Must have excellent organizational skills and the ability to coordinate multiple tasks, projects, and assignments with competing priorities. Must be able to work independently as well as be a team member. Familiarity with New York City communities and neighborhoods strongly preferred. Must be able to travel in between NYC boroughs, across NYS for participation in mandatory state meetings and when eligible across the nation for participation in trainings and conferences.
