Job Description
Job Overview The Director of Clinical Operations is a hands-on clinical leadership position responsible for supporting the daily operation of the hospital's clinical departments. The Director is expected to maintain a visible and active presence in the clinical area, with an open workstation located near the nurses' station to support real-time communication, patient flow, staff oversight, and operational responsiveness. Due to the size and operational needs of the hospital, the Director of Clinical Operations is expected to actively support the clinical team, including working on the floor, assisting with patient flow, staffing nursing shifts when needed, ordering supplies and medications, supporting staff during busy periods, and helping ensure safe, timely, and effective patient care at all times. The regular work schedule for this position is Monday through Friday. Because the hospital operates continuously, this position also includes clinical leadership accountability for ensuring appropriate staffing, coverage, delegation, and escalation processes are in place outside of regular business hours. The Director is expected to develop, train, and support the clinical team so that routine after-hours issues are handled appropriately by the on-duty team or through established leadership coverage. After-hours involvement is expected to be limited to urgent clinical, staffing, patient safety, or facility situations that cannot be appropriately resolved by the on-duty team or delegated leadership coverage. In those situations, the Director is expected to be responsive and may be required to report to the facility when leadership presence is necessary. When unavailable due to travel, illness, approved time off, or other circumstances, the Director is responsible for ensuring appropriate clinical leadership coverage is delegated and clearly communicated in advance whenever possible. Duties Support the organization's mission, vision, values, and strategic initiatives. Foster a culture of accountability, teamwork, service excellence, safety, and patient-centered care. Maintain a visible and active presence in the clinical area, including working from an open area near the nurses' station to support staff communication, patient flow, and real-time operational oversight. Serve as a hands-on clinical operations leader, actively supporting the clinical team and stepping in on the floor as needed to maintain safe, timely, and effective patient care. Monitor patient flow and clinical operations throughout the facility and assist directly during busy periods, staffing shortages, clinical emergencies, or other operational needs. Staff nursing shifts as needed or as assigned by the CNO. When staffing nursing shifts, adhere to the essential functions of an Emergency Room Nurse or Med-Surg Nurse, as applicable. Complete the nursing schedule and ensure that staffing levels are appropriate to safely administer patient care at all times. Develop, train, and support the clinical team so that routine after-hours issues can be handled appropriately through established staffing plans, delegation, and leadership coverage. Remain responsive to urgent clinical operational needs outside of regular Monday through Friday work hours when the issue cannot be appropriately resolved by the on-duty team or delegated leadership coverage. Report to the facility after hours, on weekends, or on holidays when urgent clinical needs, staffing concerns, patient safety issues, clinical emergencies, or facility emergencies require leadership presence. Delegate work tasks and assignments to staff appropriately based on skill level, licensure, certification, and competency. Provide oversight, direction, and support to subordinate clinical staff. Communicate effectively with clinical staff and other disciplines to facilitate coordination of patient care, continuity of services, patient advocacy, and clarification of orders when necessary. Address clinical emergencies personally or through appropriate delegation. In the event of a clinical emergency, contact the CEO and/or CNO as soon as possible once immediate emergency needs have been addressed. Oversee and participate in ordering supplies and medications for the hospital, ensuring adequate supplies remain stocked and available for patient care. Participate in recruitment, interviewing, selection, onboarding, orientation, and retention of clinical staff. Ensure that staff training and education needs are met in a timely manner, including annual skills competencies and assessment of high-risk and low-frequency skills. Conduct annual performance evaluations, coaching and counseling sessions, and participate in corrective action and disciplinary processes. Assist with employee engagement, retention, and professional development initiatives. Attend leadership meetings and contribute to clinical operations planning, performance improvement, and strategic initiatives. Attend and facilitate staff meetings as instructed by leadership, including in-service training, discussion of operational topics, and completion of assigned follow-up items. Maintain regular communication with the Chief Nursing Officer to ensure that clinical, staffing, regulatory, quality, and operational concerns are promptly addressed. In conjunction with leadership, assist with the dissemination, implementation, and enforcement of clinical and non-clinical policies and procedures, including policies delegated or adopted by the governing board. Maintain compliance with applicable HHSC requirements, Texas Administrative Code Title 26 Chapter 505, Texas Board of Nursing standards, the Nurse Practice Act, Patient's Bill of Rights, and other applicable regulatory and facility standards. Maintain survey readiness and participate in regulatory inspections, accreditation surveys, and corrective action planning. Demonstrate knowledge of and adherence to regulations and facility policies and procedures related to safety, life safety, emergency preparedness, infection control, OSHA, fire safety, hazardous materials, equipment use, and environment of care. Under the direction of the CNO, direct or coordinate infection control programs and advise or consult with specified personnel regarding necessary precautions.
