Current Texas professional clinical license in good standing (LPC, LCSW, LMFT, Psychologist, or other DFPS-approved clinical licensure) Position Summary The Clinical Director provides clinical leadership and oversight for the General Residential Operation's child-centered treatment and behavioral support services in compliance with Texas DFPS Minimum Standards , Basic Care requirements , and Texas Child-Centered Care (T3C) principles. This position ensures that each child receives individualized, trauma-informed clinical support consistent with their assessed needs and level of care. The Clinical Director oversees the development and implementation of child-specific treatment interventions, supports placement stability, promotes permanency planning, and collaborates with internal and external stakeholders to ensure safe, appropriate, and effective care. The Clinical Director ensures clinical services are integrated into daily operations while supporting the operation's mission to provide a safe, nurturing, and least restrictive residential environment. Essential Duties and Responsibilities Clinical Oversight & Program Leadership Provide overall clinical direction for the operation's treatment and behavioral support services. Ensure services comply with Texas DFPS Minimum Standards , licensing requirements, and agency policies. Oversee implementation of trauma-informed, child-centered interventions that support safety, stabilization, and healthy development. Promote a therapeutic environment consistent with T3C principles , emphasizing individualized care and placement stability. Monitor the effectiveness of clinical programming and recommend adjustments based on resident needs and outcomes. Individualized Child Assessment & Service Planning Review intake information, assessments, behavioral history, and available CANS or other clinical evaluations. Ensure each child receives individualized clinical recommendations and support planning appropriate to their needs. Develop, review, and update individualized treatment or service plans in accordance with agency and licensing timelines. Ensure treatment goals are measurable, clinically appropriate, and aligned with the child's functioning and permanency objectives. Assess barriers to progress and modify interventions as needed. Provide recommendations regarding level-of-care appropriateness and service needs. T3C Coordination & Child-Centered Care Ensure care planning reflects Texas Child-Centered Care standards , including individualized supports and least restrictive placement practices. Participate in placement stability planning and interventions designed to reduce disruptions. Provide clinical recommendations supporting stabilization, transition readiness, and permanency planning. Collaborate with interdisciplinary team members to ensure services are coordinated around the child's identified needs. Assist in evaluating whether the current placement remains appropriate and clinically supportive. Staff Support, Clinical Consultation & Training Provide clinical guidance and consultation to supervisors and direct-care staff regarding resident behaviors, trauma responses, and individualized interventions. Support staff in implementing trauma-informed behavior management and de-escalation strategies. Assist with development and delivery of clinical training related to: trauma-informed care behavior intervention crisis prevention and de-escalation child development documentation expectations T3C implementation Promote consistency between clinical recommendations and day-to-day residential care. Interdisciplinary & External Collaboration Collaborate with: DFPS caseworkers Single Source Continuum Contractors (SSCC) medical and psychiatric providers therapists and behavioral health providers educators

families or kinship supports, when appropriate agency leadership and residential staff Participate in meetings related to treatment planning, placement stability, transitions, and critical incidents. Communicate clinical concerns and recommendations in a timely and professional manner. Crisis Intervention & Placement Stability Review significant behavioral incidents and assist with clinical follow-up. Support crisis response planning and de-escalation strategies. Identify trends or emerging concerns impacting safety or placement stability. Recommend interventions aimed at preventing disruptions and strengthening placement success. Assist with transitions to less restrictive settings when clinically appropriate. Documentation, Compliance & Quality Assurance Maintain timely and accurate clinical documentation as required by agency policy and DFPS standards. Review records to ensure documentation supports treatment goals, interventions, and progress. Ensure clinical recommendations are reflected in resident records and communicated to appropriate staff. Participate in internal quality assurance and licensing reviews. Assist with corrective action planning related to clinical services when needed. Maintain active professional licensure and complete required continuing education. Minimum Qualifications Master's degree or higher in counseling, social work, psychology, or related behavioral health field. Current Texas clinical licensure in good standing (LPC, LCSW, LMFT, Psychologist, or DFPS-approved equivalent). Minimum of 2-5 years experience working with children or adolescents in residential, behavioral health, foster care, or related settings. Experience with trauma-informed care and behavior stabilization.
Working knowledge of:
Texas DFPS Minimum Standards Basic Care residential expectations Texas Child-Centered Care (T3C) child welfare systems and placement coordination Strong written documentation and communication skills. Ability to collaborate across disciplines and support residential staff in a fast-paced environment. Preferred Qualifications Experience in a Texas licensed GRO or residential treatment setting. Experience working with children in foster care or conservatorship. Knowledge of CANS or other child behavioral health assessment tools. Supervisory or program leadership experience.

Environment Requirements Ability to move throughout residential campus or facility. Ability to respond to urgent resident or staff needs. Ability to observe, assess, and support residents in residential environments. Availability to provide consultation during emergencies or critical incidents as required.
