Job Description
ESSENTIAL DUTIES AND RESPONSIBILITIES
: The requirements for this position include, but are not limited to, those outlined below. All job functions, education and experience, general knowledge and abilities, and physical requirements are subject to possible modification to reasonably accommodate individuals with disabilities to enable them to perform the essential functions of the job. Coordinates and provides Medication for Opioid Use Disorder (MOUD) services for incarcerated individuals at the Northwestern Regional Adult Detention Center (NRADC). Provides clinical supervision and administrative oversight of the HEART (Helping Each Other Align Recovery Together) Program and related behavioral health services. Supervises and supports behavioral health staff, peer recovery specialists, case managers, and contracted providers involved in MOUD programming. Coordinates continuity of care, discharge planning, and reentry services with correctional staff, medical providers, community services boards, hospitals, and behavioral health agencies. Monitors treatment participation, medication coordination, compliance, and program outcomes. Ensures compliance with federal and state regulations, correctional standards, ethical guidelines, and confidentiality requirements. Maintains accurate documentation, reports, case files, and program data in accordance with applicable requirements. Provides training, consultation, and technical assistance to staff on behavioral health, trauma-informed care, crisis response, and MOUD policies. Serves as a liaison and advisor to NRADC leadership and external partners regarding behavioral health programming and operations. Supports program evaluation, quality improvement initiatives, data collection, and reporting for the HEART Program. Collaborates with medical, mental health, psychiatric, and correctional staff to support treatment planning and behavioral health stabilization. Develops, implements, and evaluates policies, procedures, and best practices related to MOUD and behavioral health services in the correctional setting. Performs other duties as assigned.EDUCATION
Master's degree in Social Work, Counseling, Psychology, Behavioral Health, Human Services, or a closely related field required. Must possess or be eligible to obtain licensure in the Commonwealth of Virginia as a Behavioral Health Provider, including but not limited to Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or equivalent licensure recognized by the Commonwealth of Virginia. CSAC certification and/or CSAC Supervisor designation preferred.EXPERIENCE
Minimum of five (5) years of progressively responsible experience in behavioral health, substance use treatment, correctional behavioral health, addiction services, or related clinical environments required. Experience working with individuals experiencing substance use disorders, co-occurring mental health disorders, crisis intervention needs, and trauma-related conditions preferred. Supervisory, program coordination, case management, interdisciplinary treatment planning, and correctional or institutional experience preferred. Experience with Medication for Opioid Use Disorder (MOUD), trauma-informed practices, behavioral health program implementation, and community reentry coordination is highly desirable.OTHER KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of substance use disorders, co-occurring mental health conditions, evidence-based treatment practices, crisis intervention, and trauma-informed care. Knowledge of applicable federal and state regulations, ethical standards, and confidentiality requirements governing behavioral health services. Ability to conduct clinical assessments, treatment planning, case management, and crisis intervention within a correctional setting. Strong interpersonal, communication, and organizational skills with the ability to maintain effective working relationships with staff, providers, and external partners. Proficient in documentation, electronic health records, and related computer systems. Ability to work independently, manage multiple priorities, and maintain strict confidentiality.PHYSICAL DEMANDS & WORK ENVIRONMENT
This position involves light to medium work requiring frequent sitting, standing, walking, bending, and occasional lifting of up to 10-25 pounds. Duties include prolonged computer use, documentation, meetings, and movement throughout a secure correctional facility. The role requires effective communication, visual acuity, hearing, and manual dexterity for clinical and administrative tasks, as well as the ability to respond appropriately during behavioral health crises and emergencies. Work is performed primarily within a correctional facility setting, including office, clinical, housing unit, and program areas. Employees work directly with incarcerated individuals and may encounter stressful, sensitive, and unpredictable situations involving individuals who may be emotionally distressed, agitated, or experiencing mental health or substance use challenges.
