Government, Nonprofit, Education Description Overview Join the Department of Financial Regulation (DFR) as it works with other state agencies and stakeholders to transform Vermont's health insurance and health care systems! This complex position is integral to the oversight of health insurance regulatory issues, including issues related to ACA qualified health plans and other health insurance products, third-party administrators (TPAs), and pharmacy benefit managers (PBMs). DFR is seeking an individual with the skills and experience to navigate complex federal and state regulations governing health insurance and related issues and to monitor, research and educate in an evolving landscape. Duties also include supervision of staff, review of external appeals, interaction with other regulators, development of bulletins, industry guidance and DFR policy, legislative testimony and possible travel. Environmental Factors Duties are performed in a standard office setting in Vermont. Out-of-state travel is required and work outside normal hours may be needed occasionally. Private means of transportation must be available for travel. There is significant interaction with the personnel of insurance companies, insurance trade organizations, consumers, other state departments, legislators, and regulators from other states, sometimes in adversarial situations. Minimum Qualifications
J.D. AND
two (2) years more in the health insurance industry or health insurance regulation. OR Master's degree in business administration, public administration, policy, or law AND two (2) years more in the health insurance industry or health insurance regulation. OR Bachelor's degree AND four (4) years or more in the health insurance industry or health insurance regulation. OR Six (6) or more in the health insurance industry or health insurance regulation or compliance. Preferred Qualifications Juris Doctor Master of Public Administration Experience either as an insurance regulator as an insurance compliance officer Total Compensation As a State employee you are offered a great career opportunity, but it's more than a paycheck.
