POSITION SUMMARY
Reporting directly to the Chief Operations Officer (COO), the
Program Manager:
Support Services is responsible for supporting and overseeing the operational and programmatic functions of REACH LA's Support Services programs. This position works in close collaboration with the
Program Manager:
Health & Wellness to ensure the effective implementation, coordination, compliance, and performance of health-related services and grant-funded initiatives.
The Program Manager:
Support Services provides oversight of day-to-day program operations, including staff supervision, employee relations, timecard management, professional development, reporting, and program performance tracking. This role also works collaboratively with local and state health departments, funders, and community-based partners to ensure program compliance, successful grant administration, and delivery of high-quality services. Key programmatic oversight includes Prevention for Positives (P4P), Housing Referral Services, Linkage to Care, Telehealth Services, and 340B-related initiatives, with a focus on improving health outcomes and ensuring access to care for priority populations. The Program Manager will guide staff, oversee support service delivery, maintain programmatic excellence, and ensure compliance with all applicable grant, funding, and regulatory requirements. This position plays a critical leadership role in supporting REACH LA's mission by strengthening service delivery systems, fostering community partnerships, and ensuring quality, equitable care for the populations served.
ESSENTIAL DUTIES & RESPONSIBILITIES
Program Leadership & Operations Actively engage, motivate, and support
REACH LA
staff, community partners, stakeholders, and funders to strengthen program effectiveness and collaboration. Support the operational oversight and day-to-day management of REACH LA's Health & Wellness support services programs. Collaborate closely with the Chief Operations Officer and Health & Wellness leadership to ensure programs achieve annual performance objectives and strategic priorities. Monitor program effectiveness and support continuous quality improvement initiatives to enhance service delivery and client outcomes. Recommend program timelines, operational improvements, staffing resources, and strategies necessary to achieve organizational goals. Staff Supervision & Development Manage, coach, mentor, develop, and retain high-performing team members, including Program Coordinators, Linkage Specialists, Case Workers, and other assigned staff. Provide ongoing supervision, accountability, and professional development support to ensure staff effectiveness and program compliance. Support employee relations matters and collaborate with leadership and Human Resources on staff performance concerns as needed. Review and monitor staff timecards and attendance for assigned program teams. Program Oversight & Grant Compliance Support the management and oversight of: Linkage to Care Services Prevention for Positives (P4P) Programs Housing Referral Services Telehealth Programs 340B Program Integration and Compliance Ensure all health-related grants and programmatic initiatives remain compliant with local, state, federal, and funder requirements. Manage programmatic reporting, performance metrics, and required data submissions to funders and oversight agencies. Assist with grant monitoring, audits, and corrective action responses, including resolution of findings related to program operations or compliance. Participate in grant and funding opportunities, including proposal development, design, submission, implementation, and review processes. Community Partnerships & External Relations Develop and maintain strong working relationships with local and state health departments, healthcare providers, funders, and community-based organizations. Collaborate with community partners to strengthen linkage-to-care pathways and improve service accessibility for priority populations. Gather, analyze, and present findings and recommendations from community advisory committees and stakeholder feedback. Represent

at community planning groups, HIV prevention and care coalitions, and the local HIV Commission. Data, Reporting & Systems Management Oversee monthly reporting requirements and ensure timely and accurate data submission to funders and other required data management systems. Manage REACH LA's WelTel System and support 340B Well integration, including staff onboarding, orientation, training, and operational support. Partner with Marketing and Communications teams to increase awareness, visibility, and utilization of REACH LA's Health & Wellness services. Professional Representation & Organizational Support Represent
REACH LA
through presentations, conference participation, and successful abstract submissions at local, regional, and national conferences. Perform additional duties and special projects as assigned by the Chief Operations Officer (COO).
JOB SPECIFICATIONS
Knowledge, Skills, Abilities & Experience Education & Experience Bachelor's degree from an accredited college or university required; Master's degree preferred in Public Health, Social Work, Healthcare Administration, Nonprofit Management, or a related field. Minimum of four (4) years of progressive management experience overseeing multiple health-related grants, programs, or initiatives, preferably within HIV Care and Prevention Services in Los Angeles County. Demonstrated experience supervising multidisciplinary teams and managing community-based health programs. Preferred Qualifications Bilingual HIGHYLY encouraged Strong knowledge of program planning, program evaluation, grant management, and project management principles. Experience working with Ryan White, HIV Prevention, Linkage to Care, Telehealth, Housing Services, and 340B programs strongly preferred. Knowledge of public health systems, community-based service delivery, and healthcare compliance requirements. Clinical healthcare experience preferred but not required. Knowledge, Skills & Abilities Strong leadership, supervision, coaching, and staff development skills. Excellent organizational, project management, and problem-solving abilities. Strong written and verbal communication skills, including report writing and public presentations. Ability to analyze data, monitor program outcomes, and implement quality improvement initiatives. Demonstrated ability to build collaborative partnerships with funders, community stakeholders, and public health entities. Strong understanding of confidentiality, compliance, and culturally responsive service delivery.
