Our services include Community Living (Residential Services), Community Development Services (CDS), Personal Support Services (PSS), Supported Living Services, Respite Services, and Nurse Support Services. As a new and expanding agency, we are seeking an experienced and motivated Program Manager to help strengthen our programs, support our staff, expand community partnerships, and contribute to the continued growth of our organization. Position Summary The Program Manager will oversee the day-to-day operations of residential and community-based programs while ensuring compliance with DDA, COMAR, OHCQ, Medicaid, and agency requirements. This leadership role is responsible for supervising staff, monitoring program quality, supporting participants, ensuring excellent service delivery, and maintaining compliance with all applicable regulations. The ideal candidate is a hands-on leader who enjoys building programs, mentoring staff, improving systems, developing community partnerships, and bringing innovative ideas that help individuals achieve meaningful outcomes. As a growing agency, the Program Manager will also play an active role in organizational growth by building relationships with Coordinators of Community Services (CCS), referral sources, healthcare professionals, families, and community partners. This individual will help increase awareness of Dynamic Community Care's services, support participant referrals and admissions, and assist with strategic initiatives to expand services throughout Maryland. The Program Manager will provide oversight and support throughout the agency's service regions and must be willing to travel regularly between program locations, participant homes, community sites, and meetings to ensure quality services and operational success. Responsibilities Program Operations Oversee daily operations of residential and community-based services. Conduct scheduled and unscheduled site visits. Monitor staffing schedules and ensure adequate coverage. Ensure compliance with DDA, COMAR, OHCQ, Medicaid, and agency policies. Assist with emergency response and provide on-call support as needed. Maintain audit readiness and address corrective action plans. Ensure participant health, safety, rights, and satisfaction are maintained. Staff Leadership & Development Supervise, coach, and support Direct Support Professionals (DSPs) and other program staff. Conduct employee orientations, training, and performance evaluations. Lead staff meetings and communicate agency updates. Promote accountability, teamwork, and professional growth. Assist with recruitment, onboarding, and retention efforts. Mentor staff to ensure high-quality, person-centered service delivery. Participant Services Ensure services are person-centered and aligned with PCP goals. Monitor participant health, safety, and overall well-being. Coordinate with families, guardians, nurses, CCS staff, and interdisciplinary teams. Support community integration, meaningful day activities, volunteer opportunities, and participant choice. Assist with participant finances and documentation requirements. Ensure timely completion of medical appointments and follow-up care. Billing, Documentation & Compliance Review daily documentation for accuracy, completeness, and compliance. Ensure documentation meets Medicaid, LTSS, and DDA billing requirements. Monitor LTSS authorizations and service utilization. Assist with billing oversight and service verification. Review incident reports and ensure proper follow-up and corrective actions. Participate in audits, investigations, and quality assurance activities. Identify documentation deficiencies and implement corrective action plans. Ensure all records are completed accurately and submitted timely. Community Outreach & Agency Growth Build and maintain strong working relationships with CCS agencies, DDA representatives, healthcare professionals, families, guardians, and community partners. Promote Dynamic Community Care's services throughout Maryland and within the communities we serve. Educate referral sources and community partners about available services and supports. Assist with participant referrals, intake assessments, tours, admissions, and transitions into services. Represent Dynamic Community Care at community meetings, provider fairs, networking events, and outreach opportunities. Travel throughout the agency's service areas to meet with participants, families, CCS agencies, referral sources, community partners, and staff. Support efforts to increase referrals, occupancy, and program utilization while maintaining high-quality person-centered services. Identify opportunities for agency growth, program expansion, and development of new services. Bring innovative ideas, best practices, and strategic recommendations that support operational excellence and long-term success. Work collaboratively with leadership to strengthen community partnerships and expand service opportunities. Program Development Assist with developing new programs and expanding agency services. Identify opportunities to improve efficiency, quality, and participant outcomes. Help create systems and processes that support agency growth and sustainability. Contribute ideas and expertise that strengthen service delivery and organizational effectiveness. Qualifications Required Minimum of 3 years of experience supporting individuals with intellectual and developmental disabilities. Minimum of 2 years of supervisory or management experience. Knowledge of Maryland DDA services, person-centered practices, and community-based supports. Knowledge of COMAR regulations and provider compliance requirements. Experience with LTSS, Medicaid documentation requirements, and billing compliance. Strong leadership, organizational, communication, and problem-solving skills. Ability to work independently and manage multiple priorities. Demonstrated ability to build professional relationships and collaborate with external stakeholders. Must be willing and able to travel throughout all service regions including Baltimore City, Baltimore County, Harford County, and Cecil County. Valid driver's license, reliable transportation, and proof of insurance. Preferred Bachelor's Degree in Human Services, Social Work, Psychology, Business Administration, or a related field. Experience with Residential Services, CDS, PSS, Supported Living, Respite, or other DDA-funded programs. Knowledge of LTSS billing, EVV, HRST, and PCP implementation. Experience managing multiple program locations and staff teams. Experience with participant recruitment, admissions, community outreach, or business development in human services.
