The International Institute of Minnesota (IIMN) is a dynamic organization that provides services to maximize the talents and opportunities New Americans bring to our state. IIMN assists low-income New Americans in their transition to a new homeland by providing comprehensive services for successful integration. IIMN serves more than 6,000 New Americans annually with new arrival social services to employment placement and advancement through to U.S. Citizenship attainment. Programs are divided into four primary areas: Refugee Services, Education and Employment Training Services, and Immigration Services. IIMN also provides advocacy for policy reforms and supports systems change that improve opportunities for New Americans to move their lives forward.Description:
The Program Manager, Medical Career Advancement (MCA), provides administrative and program leadership for a comprehensive workforce program that supports New Americans in entering and advancing within healthcare careers. This role advances participants into living-wage healthcare positions through integrated services, including education and career navigation, licensure and recredentialing support, financial assistance, and coordinated support services. The MCA program serves more than 200 participants annually and administers over $300,000 in scholarships and financial assistance each year. The Program Manager is responsible for ensuring these resources are distributed effectively, equitably, and in alignment with program goals and funding requirements. This position oversees day-to-day program operations, supervises staff, manages scholarship and support service distribution, and maintains and builds strong partnerships with healthcare employers and educational institutions. The Program Manager ensures services are delivered consistently and in alignment with workforce needs, while supporting participants in completing training programs, obtaining licensure, and securing employment in the healthcare field.Duties and Responsibilities:
Program Oversight and Administration Oversee daily operations of the MCA program to ensure services are delivered effectively and in alignment with program goals and funding requirements Maintain and improve program processes related to recruitment, intake, eligibility, service delivery, and completion outcomes Ensure coordination with other IIMN programs to support consistent and integrated service delivery Identify and pursue opportunities to expand program scope, including increasing the range of healthcare careers supported and strengthening service delivery models Staff Supervision and Support Supervise MCA staff, including the IMG Navigator and MCA Navigators, whose primary responsibility is direct client service Provide ongoing guidance, training, and performance management to ensure high-quality, consistent advising and case management Support staff in managing complex client situations and navigating healthcare education and licensing systems Oversee coordination of volunteer tutors, including NCLEX and academic support Client Services and Case Management Oversight Maintain a small caseload and work directly with clients, providing advising and support for individuals pursuing healthcare careers Ensure participants receive accurate and consistent guidance related to healthcare career pathways, education options, and licensure requirements Oversee case management practices, including development of education and employment plans and tracking of participant progress Ensure appropriate coordination of support services such as transportation, childcare, and technology access Support programming for internationally trained healthcare professionals seeking relicensure or alternative career pathways Financial Assistance and Compliance Review and approve participant applications for tuition assistance, scholarships, and support services Oversee disbursement of funds to educational institutions and participants in accordance with funding requirements Monitor program budgets and maintain accurate records of expenditures Ensure compliance with all grant, regulatory, and organizational requirements Partnership Development and Program Expansion Maintain and expand partnerships with healthcare employers, colleges and universities, training providers, and licensing bodies Collaborate with partners to support participant placement, clinical opportunities, and alignment with workforce needs Support program expansion beyond the Twin Cities metro area, recognizing that services are provided statewide with opportunities for growth Participate in advisory committees and partner meetings to strengthen program visibility and impact Data Tracking, Reporting, and Quality Improvement Ensure accurate and timely data entry and tracking of participant outcomes in required systems (e.g., D365, Workforce One, Excel) Monitor program performance and identify areas for improvement Prepare and contribute to required reports for funders and internal stakeholders Support continuous quality improvement efforts Outreach and Recruitment Oversee outreach and recruitment efforts to ensure equitable access to the program across diverse communities Provide or support informational sessions and presentations to prospective participants and partners Maintain strong connections with New American communities to support engagement and trustExperience and Qualifications:
Education and Experience Bachelor's degree required; Master's degree preferred in public health, education, social work, healthcare administration, or a related field 5+ years of experience in workforce development, education navigation, or healthcare 2+ years of supervisory or program management experience preferred Preference for experience working for a healthcare provider Knowledge and Skills Deep understanding of healthcare career pathways, licensing processes, and postsecondary education systems Strong knowledge of the barriers and opportunities facing immigrant communities Experience managing scholarships, financial assistance programs, or grant-funded services Demonstrated ability to build partnerships with employers, educational institutions, and community organizations Strong organizational skills with exceptional attention to detail, particularly in tracking funding and outcomes Experience with data systems, reporting, and performance measurement Excellent written and verbal communication skills, including grant writing and reporting Core Competencies Cultural humility and ability to work effectively with diverse populations Strategic thinking combined with strong operational execution Ability to manage multiple priorities and complex systems Confidence in decision-making and problem-solving Commitment to equity and advancing economic opportunity for New Americans Experience working with New Americans and non-native speakers ofEnglish Physical Demands:
