Salary:
$93,896-113,337 The Research Foundation for Mental Hygiene is seeking a qualified candidate to fill a full-time Program Manager III position. The Program Manager (1.0 FTE) supports the IPS Center of Excellence, a statewide behavioral health implementation initiative. The position oversees project management, data infrastructure, contract and Data Use Agreement administration, and budget monitoring across multiple county implementation sites.
Duties and Responsibilities:
Manage day-to-day operations of the IPS Center of Excellence - Data Team, including workplan tracking, milestone monitoring, and coordination with county sites, state agency partners, and funder Develop, execute, and track Data Use Agreements (DUAs) with county behavioral health agencies; maintain compliance documentation and serve as primary point of contact for data governance inquiries Oversee project data infrastructure, including database management, fidelity data collection and quality review, and maintenance of implementation tracking tools and dashboards Monitor project budget, reconcile expenditures against funder allocations, prepare financial reports, and coordinate with fiscal staff on procurement and reimbursements Coordinate staff meetings, logistics, training schedules, and reimbursement workflows Draft and edit project reports, correspondence, meeting summaries, and funder deliverables Facilitate internal and external meetings, including preparation of agendas, slide decks, and follow-up documentation Coordinate onboarding and administrative support for project consultants and subcontractors Maintain organized project records in compliance with RFMH and funder requirements
Minimum Qualifications:
Bachelor's degree in public health, public administration, health policy, psychology, or a closely related field Minimum (2) years of full-time, post-degree experience in project or program management Minimum (1) year of experience developing and maintaining project workplans with documented milestones and deliverable tracking across 2 or more external partner organizations Minimum (1) year of experience preparing written budget reports or financial summaries for submission to an external funder or contracting agency Minimum (1) year of experience drafting or administering formal contracts, data use agreements, or interagency agreements Minimum (1) year of advanced Microsoft Excel use, including pivot tables, VLOOKUP/XLOOKUP, and multi-variable tracking tools Minimum (1) year of experience collaborating with professionals across at least 2 of the following disciplines: legal, clinical, training, policy, or research
Preferred Qualifications:
Master's degree in public health, public administration, social work, or related field
