m. Division Director The Utah Department of Health and Human Services (DHHS) is looking for a Division Director for the Office of the Medical Examiner (OME). The OME Director is a member of the DHHS executive leadership team and works to further the DHHS vision that all Utahn's should have fair and equitable opportunities to be healthy and safe. Division directors exercise considerable judgment, discretion, and responsibility in directing the goals and mission of the Utah Department of Health and Human Services. Additionally, division directors exert a direct and substantial effect on the public relations of state administration including public advocacy and defense of administrative policy, represent the State of Utah and the Utah Department of Health and Human Services, in all matters related to the division, direct and coordinate programs and services within the division, determine needs, objectives, goals, and priorities of the division and analyze operational procedures for effectiveness, establish and implement policy and procedure, and make budget recommendations to the Executive Director and assure that Division expenditures remain within the established budget. The Office of the Medical Examiner operates at the intersection of public health, law enforcement, and bereavement. Candidates must be prepared to lead in an environment that deals daily with death, investigative pathology, and forensic evidence. This role requires high emotional intelligence and the ability to maintain executive composure while overseeing operations that involve direct exposure to decedent remains, morgue facilities, and families experiencing acute trauma.
Key Responsibilities Strategic Operational Leadership Optimizing Workflows:
Evaluate and streamline complex organizational processes to maintain efficiency and ensure high-quality service delivery.
Systems Oversight:
Manage the day-to-day business functions of a high-stakes environment, including records management, supply chain logistics, and specialized facility operations. Oversee the specialized logistical needs of a state-of-the-art forensic facility, ensuring the dignified handling of decedents and the safety of staff in biohazardous environments.
Financial & Risk Management Budgetary Stewardship:
Oversee a complex annual budget, ensuring fiscal responsibility, accurate financial reporting, and the strategic allocation of resources to meet departmental goals.
Compliance & Accreditation:
Lead the organization through rigorous internal and external audits and maintain high-level industry accreditations through strict policy enforcement and quality control.
Stakeholder & Inter-Agency Coordination Liaison & Partnership:
Serve as a key representative for the division, building and maintaining professional relationships with various government agencies, community partners, and legal entities.
Public Communications:
Manage sensitive information flow, ensuring that data and reports are communicated accurately and professionally to both the public and internal stakeholders. Act as a steady, empathetic voice for the department when navigating high-profile death investigations or mass-fatality incident planning.
Team Development & Cultural Leadership Multidisciplinary Management:
Supervise and mentor a diverse workforce—ranging from technical specialists to administrative staff—fostering a culture of accountability, empathy, and professional excellence.
Performance Strategy:
Establish clear performance metrics and professional development tracks to ensure staff retention and operational readiness in a high-pressure environment. Qualifications Has familiarity with continuous quality improvement frameworks and strategic planning. Has a bachelor's degree or higher in administration, human services, health services, or related field, and/or the equivalent work experience. Manage change effectively. Is able to shift back and forth between several activities quickly. Understands and is able to solve complex problems. Has a foundational knowledge of Department of Health and Human Services. Is able to work with people in a manner which shows sensitivity, tact, and professionalism. About the Role Location

We investigate all sudden, unexpected, violent, suspicious, or unattended deaths in Utah. This includes deaths related to accidents, homicides, suicides, and those without clear medical explanations. We determine the cause of death (the injury, illness, or disease that made the person die) and the manner of death (the general category of death, including natural, accident, homicide, suicide, or undetermined) for each case that we work on.
