Job Description
PURPOSE SUMMARY.
Plan, coordinate, and carry out the County's government relations and legislative affairs activities. Serve as the primary liaison with state and federal partners to advance County priorities, monitor and analyze legislation, and support advocacy efforts. Represent the County in intergovernmental settings and ensure consistent, accurate communication of County positions.
ESSENTIAL DUTIES. 1.
Intergovernmental Relations and AdvocacyServe as the County's primary point of contact with state and federal legislators, agencies, and intergovernmental organizations.

Build and maintain effective working relationships with elected officials, legislative staff, and partner agencies.

Coordinate County positions on legislative, regulatory, and policy matters affecting County operations and services.

Represent the County at legislative hearings, briefings, meetings, and conferences.

Support advocacy efforts by communicating County priorities and impacts to external stakeholders.2. Legislative Monitoring and AnalysisMonitor state and federal legislation, regulations, and policy initiatives relevant to County interests.

Analyze proposed legislation and assess potential fiscal, operational, and policy impacts.

Prepare summaries, briefings, position statements, and recommendations for County leadership.

Track legislative activity and maintain reports, calendars, and status updates for internal use.3. Coordination and Internal SupportCoordinate with County departments to gather information, develop legislative priorities, and align messaging.

Support the development and implementation of the County's legislative agenda.

Provide guidance to departments on intergovernmental and legislative processes.

Ensure consistent representation of County priorities across departments and external engagements.4. Communication and ReportingPrepare written and oral reports for the County Manager, Board of County Commissioners, and executive leadership.

Draft correspondence, testimony, briefing materials, and other communications related to government relations.

Assist with presentations and updates to boards, committees, and advisory groups as assigned.5. Strategic SupportSupport long-term planning related to intergovernmental relations and policy initiatives.

Identify emerging issues, funding opportunities, and partnership opportunities at the state and federal level.

Participate in regional, state, and national associations or working groups as assigned.
ADDITIONAL DUTIES.
Other duties as assigned. Position requires periodic travel, including overnight travel.
QUALIFICATIONS.A.
Education. Bachelor's degree from an accredited college or university in public administration, political science, government, law, communications, or a related field.

B. Experience. Five (5) years of experience in government relations, legislative affairs, public policy, public administration, or a related field.

C. Education/Experience substitution. N/AD. Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
Knowledge of:
State and federal legislative processes and intergovernmental relations.

Public sector operations and policy development.

Advocacy strategies and principles applicable to public-sector organizations.

Professional standards, ethics, and protocols applicable to governmental relations.

Skill in: Communicating complex policy issues clearly and persuasively, both orally and in writing.

Preparing reports, briefings, and presentations for executive and elected officials.

Analyzing proposed legislation and assessing potential operational, financial, and policy impacts.

Organizing, prioritizing, and managing multiple initiatives with competing deadlines.

Ability to: Interpret legislation and translate policy implications into actionable recommendations.

Work independently while coordinating closely with County leadership and departments.

Develop and maintain strong working relationships with public officials, staff and members of the public demonstrating excellent interpersonal skills.

Build and maintain effective professional relationships.

Represent County interests professionally and diplomatically.

Manage multiple priorities, meet deadlines, and work independently.

Compensation Range$81,328.00 - $132,704.00Doña Ana County is an Equal Employment Opportunity Employer.
