June 17,2026•This classification provides administrative, technical, and program support to the Health Services Division of the Escambia County Corrections Department. Responsibilities include reviewing and processing medical claims, coordinating healthcare billing activities, maintaining records and reports, providing administrative support, and assisting with departmental operations. Work requires the application of medical billing knowledge, healthcare administrative practices, attention to detail and confidentiality. This a "mandatory-testing position" that requires Drug Testing.
EXAMPLES OF DUTIES
Reviews, validates, and processes complex medical claims, billing documentation, and related healthcare charges to ensure accuracy, completeness, compliance, and appropriate reimbursement in accordance with established policies and procedures. Reviews diagnosis, procedure, pharmaceutical, and treatment-related charges to identify discrepancies, duplicate charges, coding inconsistencies, incomplete documentation, and billing errors requiring correction or follow-up. Utilizes working knowledge of medical terminology, healthcare billing practices, insurance claim requirements, and basic medical coding concepts to support claim review, payment authorization, and reimbursement processes. Processes high volumes of medical and prescription claims for Health Services by verifying claim validity, preparing charge reports, reconciling supporting documentation, and forwarding approved claims to Finance for payment processing. Coordinates with medical providers, pharmacies, insurers, Finance, Health Services, and other internal departments to resolve billing discrepancies, payment delays, operational concerns, and documentation concerns while ensuring timely and accurate account payments. Maintains records, reports, spreadsheets, databases, files, and related documentation associated with medical claims processing, personnel records, payment reconciliation, and assigned program activities in compliance with confidentiality, privacy, and record retention requirements. Organizes, coordinates, and administers specialized administrative and program support activities requiring technical knowledge, attention to detail, and independent judgment within assigned areas of responsibility. Responds to telephone, e-mail, written, and in-person inquiries from Department staff, vendors, outside agencies, and the public regarding departmental policies, procedures, and administrative matters. Prepares agendas, meeting minutes, correspondence, memorandums, reports, charts, and other business documents while maintaining confidentiality of sensitive information. Coordinates new employee onboarding activities, including time clock enrollment, electronic medical record account setup, Jail Management Software access, and assistance with troubleshooting basic information technology issues. Audits files and records for completeness and accuracy and maintains technical manuals, filing systems, and related reference materials. Performs other duties as assigned.
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
High School Diploma or equivalent (G.E.D.) and three (3) years of experience in a clerical, secretarial, administrative support, medical office, healthcare billing, insurance claims processing, medical records, or related position; or a combination of education and experience equivalent to these requirements.
Preferred Qualifications:
Experience in correctional healthcare, hospital, clinic, insurance, or related medical environment. Knowledge, Skills, Abilities, and Other Characteristics (KSAOs): project management principles research and reporting methods public relations principles specialized terminology, procedures, policies, and practices in assigned area of responsibility applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes basic mathematical principles routine bookkeeping principles and practices modern office procedures, methods, and equipment basic filing and recordkeeping principles prioritizing work tasks reviewing work methods and/or procedures and making recommendations for improvement using a computer and related software applications monitoring activities in assigned area of responsibility collecting, organizing, and presenting complex technical data designing and preparing reports and forms providing customer service proofreading and editing documents utilizing modern office equipment performing mathematical calculations communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction handle multiple tasks simultaneously type complex correspondence, memos, vouchers, and/or other related information maintain complex, sensitive, and confidential documents, records, and files define problems, collecting data, establishing facts, and drawing valid conclusions work independently conduct specialized research assemble and organize data and information
SUPPLEMENTAL INFORMATION
County-wide Employee Responsibilities:

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties, as assigned.
Physical Requirements:
Positions in this class typically require reaching, standing, walking, lifting, grasping, talking, hearing, seeing, finger and hand dexterity, as well as repetitive motions.
Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
