Job Description

Who We Are :
Mental Health Support Services (MHSS) is the provider of mental health, developmental disabilities, and substance use disorder services for children and adults in Chesterfield County. We are currently seeking a strategic and visionary Assistant Director of Administration and Planning who will play a key role in overseeing the administrative functions of the department. This leadership role is central to ensuring that MHSS remains aligned with our mission, adheres to all regulatory and policy requirements, and maintains the highest standards of service quality. The successful incumbent will oversee key administrative functions, guide long range planning efforts, and play a pivotal role in sustaining and strengthening MHSS' accreditation status.
Minimum Education and Experience :
Master's degree in human services, social work, psychology, nursing, public administration, or related field and six years of managerial experience in a large human service agency or equivalent combination of training and experience. Experience with the Commission on Accreditation of Rehabilitation Facilities (CARF) preferred; experience with regulatory reporting preferred; experience with an electronic health record preferred.
Required Knowledge, Skills, and Abilities :
Comprehensive knowledge of federal, state and local legislation as it pertains to mental health, developmental disabilities and substance use disorders; considerable skill in making complex and critical decisions sufficient to ensure that legal, professional, and administrative requirements are met and that the agency is responsive to community needs; skill in coaching, managing, and training staff; skill in interpreting and explaining federal, state, and local programs and procedures; ability to develop and maintain good working relationships; skill in utilizing data to drive decisions; project management skills preferred; ability to interpret and translate complex accreditation standards preferred.
Additional Requirements :
Pre-employment drug testing, FBI criminal background check and education/degree verification required. Oversees and directs all operations within the Administrative Division of the Department of Mental Health Support Services including Information Technology, Health Information Management, Quality Improvement, Licensure and Accreditation, Risk Management and Registration processes; serves as a member of the agency's senior management team; coordinates the agency's strategic planning process, program goal setting, establishes reporting mechanisms, monitors and analyzes quality program outcomes including compliance with state reporting requirements; facilitates quarterly and annual reviews of agency performance and reports improvements to leadership and the CSB Board; coordinates the State Performance Contract service reporting and monitors the State Performance Dashboards and the agency's balanced scorecard; oversees agency risk management processes; develops written policies to provide guidance and standards for staff; creates an environment that encourages continuous improvement efforts; promotes an environment that values diversity; manages conflict and ambiguity; models exemplary communication skills to include clearly stated goals, values and objectives; fosters mutual trust, respect and information sharing through a variety of methods of communication. Performs other work as required.
