We're launching a new office in the Mission Foothills — serving one of the most diverse, dynamic, and complex senior care markets in California — and we're seeking an exceptional In-Home Executive Administrator to lead from the field. This is not a desk job. You'll be in the community, in client homes, and at the side of your caregiving team across Oakland, Berkeley, Fremont, Hayward, San Leandro, Alameda, El Cerrito, Richmond, Castro Valley, and surrounding communities in Alameda and Contra Costa Counties. As In-Home Executive Administrator, you'll combine hands-on field leadership with operational oversight — building referral relationships, supporting caregivers in real time, ensuring quality care in the home, and keeping the business running smoothly behind the scenes. You're the face of Home Matters Caregiving in the Mission Foothills, and the backbone of everything we deliver. Leading from the field — visible, present, and hands-on with caregivers and clients across the Mission Foothills Building trust with referral partners, families, and community organizations across a large, multi-city territory Maintaining full compliance with all California in-home care regulations, including IHSS and Medi-Cal requirements Driving operational excellence while staying grounded in the day-to-day realities of home-based care delivery Mobilizing quickly to solve care challenges — shift coverage gaps, client concerns, caregiver needs — without waiting for someone else to act Representing Home Matters Caregiving with professionalism and warmth in every community interactionWHO YOU ARE A

You understand the home care industry, California regulations, the IHSS landscape, and the importance of high-quality service delivery across varied populations.RESPONSIBILITIES
Field Operations & Client Care Conduct in-home assessments for new and existing clients across the Mission Foothills service territory Develop, review, and update individualized care plans in collaboration with the clinical team Perform supervisory visits, client wellness checks, and care plan audits in the field Respond directly to urgent care situations — shift gaps, client concerns, family escalations — in real time Serve as a visible, trusted presence in client homes and with caregiver teams on shift Leadership & Staff Development Conduct field-based orientations and onboarding for new caregivers Mentor and coach caregivers in the home, modeling best practices and Home Matters standards Manage caregiver performance, scheduling, and retention across a large geographic territory Partner with the LVN on nursing delegation, clinical compliance, and caregiver training Referral Development & Community Relations Build and maintain strong referral relationships with Kaiser Permanente, Alta Bates Summit Medical Center, Highland Hospital, UCSF Benioff Children's Oakland, Fremont Hospital, skilled nursing facilities, assisted living communities, and physician practices throughout the Mission Foothills Represent Home Matters Caregiving at networking events, community meetings, and public relations activities across the territory Develop community partnerships in Oakland, Berkeley, Fremont, Hayward, Richmond, and surrounding communities — including culturally specific outreach in Fruitvale, East Oakland, and the Vietnamese and Filipino communities of Fremont and Hayward Compliance & Administration Ensure compliance with all state, federal, and local regulations governing in-home care in California Maintain working knowledge of California IHSS program requirements, Medi-Cal compliance, and California Health & Safety Code Division 2, Chapter 13 Oversee documentation, scheduling, and operational workflows in Smart Care and related platforms Collaborate with leadership on growth strategy, staffing needs, and office performance metricsREQUIREMENTS
Meets or exceeds Administrator qualifications as listed in California Health & Safety Code, Division 2, Chapter 13 Minimum 3 years of experience in home care or healthcare Minimum 2 years of management or supervisory experience (preferred) Working knowledge of California IHSS program, Medi-Cal compliance, and mixed-payer home care operations strongly preferred Comfort and experience working in client homes, community settings, and field environments — this role requires daily presence outside of an office Strong leadership, organizational, and communication skills Existing referral relationships or community presence in the Mission Foothills strongly preferred Bilingual English/Spanish, English/Vietnamese, English/Tagalog, or other Mission Foothills language proficiency a significant plus Full-time availability, Monday-Friday, with flexibility for on-call needs Valid California driver's license and reliable, insured personal vehicle required — daily travel across multiple cities is essential to this roleEducation:
High school diploma or GED required; bachelor's degree or higher preferredSCHEDULE & AVAILABILITY

Client homes, skilled nursing facilities, assisted living communities, hospital campuses, community organizations, and field settings throughout Oakland, Berkeley, Fremont, Hayward, San Leandro, Alameda, El Cerrito, Richmond, Castro Valley, and surrounding Mission Foothills communities.
