  • Temporary The Facility Administrator is responsible for the overall management, operation, and compliance of the Adult Residential Facility.
This role ensures the health, safety, and well-being of residents while maintaining full compliance with California Department of Social Services (CDSS) regulations. The Administrator provides leadership to staff, oversees daily operations, coordinates resident care and services, and serves as the primary liaison with regulatory agencies, families, and community partners. Committed Hearts Residential & Adult Homecare provides residential facilities and living assistance for individuals diagnosed with mental health challenges or development disabilities. We partner with California state and regional medical and mental health agencies to provide services for documented clients. Regulatory Compliance Ensure ongoing compliance with all applicable CDSS Community Care Licensing laws, regulations, and facility policies. Maintain the facility license in good standing and ensure timely submission of required reports, renewals, and documentation. Serve as the primary contact during inspections, audits, and complaint investigations. Ensure corrective actions are implemented promptly when deficiencies are identified. Facility Operations Oversee daily facility operations, including staffing, scheduling, safety, maintenance, and resident services. Ensure the facility environment is clean, safe, and appropriate for residents' needs. Implement and oversee emergency preparedness plans, including evacuation, shelter-in-place, and utility outage procedures. Ensure proper maintenance of facility records, logs, and required postings. Resident Care and Services Ensure residents receive care and supervision consistent with their assessed needs and individual service plans. Oversee resident admissions, discharges, and transitions in coordination with families, authorized representatives, and service agencies. Address resident concerns, incidents, and grievances in a timely and professional manner. Ensure medications are managed, stored, and administered in accordance with regulations. Staff Management and Supervision Recruit, hire, train, supervise, and evaluate facility staff. Ensure staff meet training, background clearance, and health screening requirements. Provide leadership, guidance, and corrective action as needed to maintain quality care. Schedule adequate staffing levels to meet resident needs at all times. Administrative and Financial Oversight Oversee facility budgeting, purchasing, and operational expenses within approved parameters. Ensure proper documentation of services, staffing, and incident reporting. Maintain confidentiality of resident and personnel records in accordance with applicable laws. Communication and Coordination Communicate effectively with residents, families, authorized representatives, Regional Center staff (as applicable), and community partners. Provide timely notification of significant incidents to appropriate parties. Represent the facility professionally in the community and with oversight agencies. Must be at least 21 years of age. Must meet CDSS Administrator qualification requirements for an Adult Residential Facility. Successful completion of required Administrator Certification and training. Ability to pass required background clearance (Live Scan). Demonstrated knowledge of residential care regulations and best practices. Current certification for basic first aid and CPR Current certification for understanding HIV, AIDS, and TB A minimum of nine (9) months of prior experience working in a licensed and vendored residential care facility serving individuals with developmental disabilities or behavioral support needs is required. Experience must be verifiable and include facility license number and Regional Center vendor number. Experience in a Level 3 or higher residential setting, including exposure to behavioral support, incident reporting, and regulatory compliance under Title 17 and Title 22, is strongly preferred. Experience working with adults with developmental, mental health, or support needs. Strong leadership, organizational, and problem-solving skills. Effective written and verbal communication skills. Have demonstrated a sympathetic attitude toward the care of others who are vulnerable. Have demonstrated the ability to work with little supervision and make appropriate judgements while supervising others. Have demonstrated dependability, tact, and ability to follow orders. Proof of negative Mantoux or documentation of negative chest x-ray. Disclose any conviction and criminal history records pertaining to any crime related to the provision of health services. Per California state licensing requirements, candidate who has been convicted of such crimes will not be hired. Pass initial and ongoing background checks and screenings including but not limited to those of the California Department of Health and the Federal Office of the Inspector General's List of Excluded Individuals/Entities. The following certifications are preferred but not required
  • Home Health Aide (HHA) credential offered by the American Caregiver Association (ACA).
Certified Nursing Assistant (CNA) Registry Designated Support Professional (DSP) level 1 or level 2 certification OR successfully completed a formal certification training program and passed a written test and competency evaluation. The certificate must be in a related field and not have been revoked, suspended, and without limitations or restrictions. Must be adaptable to a variety of environments and settings in the community. Must assess physical and emotional needs and be able to respond appropriately. Exerting more than 100 pounds of force occasionally, and/or more than 50 pounds of force frequently, and/or more than 20 pounds of force constantly to move objects. Physical demand requirements can be in excess of those for heavy work.
