Purpose:
The Administrator is a full-time leadership position responsible for the overall management, coordination, and administration of the home health care agency's services in compliance with Connecticut Department of Public Health Regulations (19-13-D67 and 19-13-D68). The Administrator ensures that the agency provides high-quality, safe, and effective care to clients in accordance with established policies, procedures, and standards of care. This role includes operational oversight, supervision of staff, and implementation of agency policies as authorized by the governing authority. This role reports to the Governing Authority of the Agency and shall have full authority and responsibility delegated by the governing authority to plan, staff, direct and implement the programs and manage the affairs of the agency
Essential Duties and Responsibilities:
As required by Connecticut Regulation 19-13-D67(a)(1-7), the Administrator shall: Interpret and execute the policies established by the Agency's governing authority to ensure consistent operations and service delivery. Organize and direct day-to-day operations of the agency in accordance with federal, state, and local regulations, including clinical and administrative activities. Plan, implement, and evaluate agency services, ensuring that they meet the medical, nursing, rehabilitative, and social needs of clients. Oversee the development and implementation of clinical policies and procedures to support safe and effective care. Manage the agency's budget in collaboration with the governing authority and ensure efficient resource utilization. Serve as a liaison between the governing authority, the professional advisory committee, and agency personnel. Ensure the employment of qualified personnel and supervise recruitment, orientation, evaluation, and ongoing education of staff in accordance with agency policies and licensure requirements. Provide structured orientation and ongoing in-service education for all clinical staff. Monitor staff performance and conduct regular performance evaluations in accordance with agency policy. Oversee the maintenance of medical and administrative records, ensuring regulatory compliance and effective documentation. Establish and maintain a system of records and reports for clinical and administrative documentation that supports compliance and quality assurance. Participate in agency evaluation and quality assurance activities to promote continuous improvement and client-centered care. Maintain accurate and current public information including marketing materials, brochures, and website content in alignment with agency capabilities. Coordinate with community and referral sources to promote agency services and maintain positive public relations. Ensure compliance with all applicable licensure regulations, Connecticut Department of Public Health and Public Health Code requirements Develop a written plan for delegation of administrative duties in the event of the Administrator's absence, ensuring continuity of leadership and operations.
Qualifications:
Master's degree in Nursing with an active CT nursing license and at least 1 year supervisory or administrative experience in a health care facility program involving care of the sick. OR Master's degree in Public Health or Administration with a concentration in health services administration and at least 1 year supervisory or administrative experience in a health care facility program involving care of the sick. OR Bachelor's degree in Nursing with an active CT nursing license and at least 2 years supervisory or administrative experience in a health care facility program involving care of the sick.

OR Bachelor's degree in Administration with a concentration in health services administration and at least 2 years supervisory or administrative experience in a health care facility program involving care of the sick.

OR Licensed physician in CT with at least 1 year supervisory or administrative experience in a health care facility program involving care of the sick. OR Grandfathered administrators meeting continuous employment criteria as outlined in CT regulations prior to January 1, 1986. Skills and Competencies Strong leadership and organizational skills. Excellent communication and interpersonal skills. Knowledge of Connecticut home health regulations and standards. Financial and budget management expertise.
